City of Monroe breaks ground on water treatment plant renovations and expansion
Community leaders gathered Tuesday to celebrate the groundbreaking of the renovations and expansion of the Monroe Water Treatment Plant. 
With the expansion, the city's water treatment plant will treat an additional eight million gallons a day. The expansion also includes the construction of a new chemical storage facility and administrative offices at 2401 N. 10th St. 
Mayor Friday Ellis said the expansion project has been five years in the making and now the city can see the fruits of its labor. 
"I appreciate the council members believing in this project and voting the project through," Ellis said. 
The Monroe City Council announced plans of the plant's renovation and plant in 2018 after raising water and sewer rates to offset costs for the expansion. 
In June, the council approved the $45 million bid for the expansion from Max Foote Construction and the alternate amount of $1 million for renovation of the water treatment plant, as well as a $2.8 million professional services agreement with Burns & McDonnell to provide engineering services during construction. 
"I'm proud to be a councilmember that has been with this project since the inception," said Councilwoman Gretchen Ezernack. "We fought the fight. We got here today and it's an exciting today for the City of Monroe." 
Former Monroe City Councilman Michael Echols said the amount of water and capacity the expanded water treatment plant will produce will be enough to not only sustain the city, but the region for decades to come. 
"When I first stepped on the council, the number-one priority was ensuring that we had water security. The second thing after that was sewer," he said. "This mayor has worked to get things done and over the finish line. I'm excited about the future of Monroe and Ouachita Parish. Thank you for your leadership and everyone who's has been involved in this process." 
Public Works Director Tom Janway said the expansion is the largest project the city has completed since his appointment as director.
"Every since I've been with the City of Monroe this plant has produced beyond design capacity in the 17 years that I've been here," Janway said. "It's just a happy day for everyone that we can have a new plant, a new treatment train built and then the old treatment trains refurbished with this project." 
City Engineer Kim Golden said the plant will serve the city for years to come. 
"Let the chill pumps overtake you on this hot morning to think that's how momentous this project is," Golden said.
Golden said it will be paid for from capital funds, capital infrastructure funds, and COVID relief funds.
