The greatest shame of the Philippines is the fact that it is legal under the old 1930 Penal Code for a 50-year-old man to have sex with a prepubescent 12-year-old child and get away with it if the man can convince a court that the child "gave consent."
Soon, that will change, and justice will be done for thousands of child victims. At present, many child victims that are under the power of parents and their abusers are forced to stay silent when sexually abused or to say to government officials or in court, "He is my boyfriend," or "I loved him." The judge, with grave misgiving, will have no option but to dismiss the charge of rape, the child apparently having given consent.

14-year-old boy faces charges for having sex with 12-year-old girl.
HOUSTON, Texas -- A mother fears her 14-year-old son may have to register as a sex offender for having sex with his 12-year-old girlfriend.
The mother, who spoke to Eyewitness News under the condition of anonymity, said her son was detained and charged with aggravated sexual assault of a child a few months ago. The two went to the same middle school and were a grade apart, she said. He was charged because she was 12 and he was a few months older than 14.
If found criminally responsible, there could be a long-term consequence.
"Since he's 14, he's facing the possibility of being put on the sex registry. The sex registry is for people who are absolute criminals, pedophiles, child molesters, dangerous people. The worst of the worst," she said.
There is an exemption for some teens. The so-called Romeo and Juliet law protects those who have consensual sex with someone within three years of their age. So, in Texas a 17-year-old can legally have sex with a 14-year-old , but if either party is under 14, like the girl in this case, the law does not apply.
"Every parent needs to know if you have a son or daughter who's sexually active," she warned. "It terrifies us. It terrifies him. He won't have a future. He won't be able to go to school. He won't be able to get a job. He won't be able to get a job digging ditches because he won't be able to pass a background check."
That's why she and her attorney are speaking up.
"Where's the common sense? It's incomprehensible we're doing this to children in our society and something needs to change," said Joe Gutheinz, the boy's attorney.
The Harris County District Attorney's Office filed the case. A spokesman declined to comment due to juvenile privacy concerns.
Juvenile court judges decide whether delinquents are placed on the registry, which has happened, according to two attorneys who defend juveniles.
The boy's mother is asking for compassion.
"Everybody was young. Everybody has a past. Everybody has made mistakes," she added.

A WOMAN accused of having sex with a 14-year-old boy today claimed "he definitely didn't tell me he was in Year 9".
Mum-of-three, Teah Vincent told Gloucester Crown Court the pair had sex but she didn't know how old he was.
The 32-year-old allegedly lured the boy and his pal to her home in Woolaston after seeing them playing football nearby.
She told the jury: "I’m sure he told me he was 16 and I felt he looked much older. It didn’t occur to me that he might be under age.
“He definitely didn’t tell me he was in Year Nine, or that he was only 14, before we had sex."
The prosecution allege she invited the boy to her bedroom then stripped off and initiated sex with him.
Ms Vincent told the jury today: “I don’t deny we had sex. I didn’t force him, he happily responded on his own accord."
She said that she had not seen the alleged victim before that afternoon, but she did know a 21-year-old man who was a friend of the boy's.
The mum said that she believed the boy and a pal were playing football near her house because they were "interested" in being with her. She didn’t think there was a sexual motive, more of a friendship, she said.
She said that when the boys came round she didn’t offer them alcohol, just water. Yesterday the jury was told she enticed them in by offering a glass of water.
Prosecutor Christopher Smyth said: "The boy had a strong feeling that the situation was not right.
“He knew he was under age and that there was a big age gap between them - she was more than twice his age."
After she had sex with the boy, she told the court, "there was a discussion about school and I realised he was not in the sixth form and it was only then I realised his actual age. I think he panicked when he revealed his age being 14.
“I’m angry with myself and I am angry with them for lying about their ages. If I had known the truth at the time I wouldn’t be here in court now."
A mutual friend of the boys', a girl, said the victim had been an 'absolute idiot' and she advised him to tell his parents, the jury heard.
Three days later the girl, with two others, went round to see the victim and his mother.

A MARRIED teacher romped with a 13-year-old pupil in her classroom as another student watched, according to police records.
Newly released evidence obtained by detectives show Brittany Zamora also appeared to swap raunchy x-rated texts with the teen who she taught at Las Brisas Academy in Goodyear, Arizona.
And they allegedly groped each other during class while other pupils were distracted with a video.
Zamora faces ten counts of sexual misconduct with a minor and two counts of molestation - which she denies.
The teacher, now 28, was arrested in March last year after her alleged victim's horrified parents found nude images and explicit material on his phone.
Now, it has emerged that one of her alleged sordid trysts with the child took place in her classroom - as another boy watched.
AZ Central also reports that the pair sexually touched each other while oblivious students watched a video, police records show.
It is one of numerous seedy encounters between Zamora and the teenager, according to video, police interviews and footage of Zamora's arrest obtained by the newspaper.
One photo allegedly shows a photo of the boy's phone with messages between himself and the teacher.
Under the name "mrs.zamora_", she appears to write: "Aww baby - I wish you were with me" - before sending a mystery video clip.
Another message reads: "I want you too baby so bad! Whenever we can you know I'm down" with a love heart emoji.
A third adds: "Like you for real get sexier to me every day lol."
Police also photographed dozens of what they alleged were love notes swapped between Zamora and the teen - who cannot be named for legal reasons.
Zamora allegedly first began grooming the boy through her school's own social media app.
She used a programme called Classcraft to talk to students outside of school - including her supposed victim.
Zamora, who started at the school a year before the allegations emerged, allegedly had sex with the teen at least four times between February 1 and March 8 last year.
In one instance she is alleged to have performed a sex act on him in her car - and again in a classroom.
On another occasion the boy claims she contacted him at midnight and drove to his grandparents' house so he could sneak out to be with her.

After one supposed tryst, the boy is said to have messaged her asking to sleep with her again.
Zamora allegedly responded: "I know baby! I want you every day with no time limit... If I could quit my job and (have sex with) you all day long, I would."
The boy's distraught parents are suing Liberty Elementary School District claiming that school authorities did not do enough to protect their son.
They are seeking £1.9 million in damages, according to the lawsuit filed to Maricopa County Superior Court last month.
Steve Weinberger, who represented the family in court, said: “Any other school, school district, that’s using the application and misusing the application like Liberty School District has the possibility, the potential, for this kind of behaviour to occur.
“Anything can go on under their nose.”
