TOP cop Rebekah Sutcliffe has been found GUILTY of gross misconduct after baring her breasts and drunkenly mocking a colleague about her boobs.
A disciplinary panel ruled she committed gross misconduct when she launched a drunken tirade at a junior colleague - but have said she should keep her job.
The boozed-up Assistant Chief Constable let rip at Supt Sarah Jackson during a three-day Senior Women in Policing conference at a posh hotel last May, it was said.
She declared her junior officer’s supposed breast enhancement surgery was “pandering” to men.
She continued: “They are ugly but I don’t feel the need to pump myself full of silicone to get self-esteem.“It does not matter how hard you work now because you will always be known as the girl who had the t*t job.”
ACC Sutcliffe, 47, was today found guilty of gross misconduct - but a panel said she should not be sacked because of her outstanding previous record.
The chair of the panel Rachel Crasnow QC told ACC Sutcliffe they had no doubt she was guilty of gross misconduct, adding: “ACC Sutcliffe allowed herself to drink too much and when drunk behaved shockingly, cruelly and hurtfully to Supt Jackson. She stupidly exposed her breasts.
“Her behaviour had been ‘gratuitous’ and the senior officer had been ‘hectoring and bullying’ during a verbal assault which had lasted more then hour which caused her target ‘considerable upset’.
“We recalled she was weeping during the actual exchange.”
The panel accepted ‘there was a genuine and immediate apology’ and also an admission and so had agreed that they would recommend a final written warning.
ACC Sutcliffe declined to comment after the hearing.
Supt Jackson, who was not present, released a statement saying she was “pleased” with the panel’s conclusions.
The twice-married mum was said to have lashed out during the conference at Manchester’s Hilton Hotel, where the 300 attendees included former MI5 chief Baroness Eliza Manningham-Buller.
ACC Sutcliffe, who had given an opening speech, was suspended later that month, but continued to pocket her £109,000-a-year salary.
The panel heard how the two female officers made their way to the hotel foyer following an argument at the conference.
It was claimed ACC Sutcliffe continued hurling insults at Supt Jackson “for some minutes” in front of staff and members of the public.
She allegedly told her she would miss out on promotion, her credibility was “zero’’, and she’d been a “silly, vain and frivolous’’ woman.
ACC Sutcliffe, of Saddleworth, is then said to have taken hold of her own dress, pulled it down and exposed her left breast.
She also told Supt Jackson she was “a laughing stock on the fourth floor” — a reference to GMP’s senior command team which is based on the fourth level of its HQ, it was claimed.
ACC Sutcliffe is said to have told her junior officer: “They’ve all openly discussed that you’ve had a boob job.” When Supt Jackson challenged her, the senior officer is said to have replied: “The way you look affects the way you are perceived and you are judged on the size of your t*ts.”
Supt Jackson said she was left “mortified, embarrassed and ashamed” and ended up in tears.
ACC Sutcliffe, a serving GMP officer for 23 years, faces allegations that her conduct amounts to “a breach of the Standards of Professional Behaviour for Authority”.
In a statement, Supt Jackson insisted she hadn’t had a boob job.
She added: “I reminded her how hard I’d been working and the way I looked had nothing to do with my ability. I said the size of my breasts had nothing to do with her.”
Supt Jackson refused to engage with her boss but ACC Sutcliffe sent a message via a friend which read: “I deeply regret what happened and in particular the upset I caused to someone I hold in very high regard.
“I also apologise to the chief constable and my colleagues for the negative publicity this has caused for Greater Manchester Police.”
