98% of modern cartoons suck is an over exaggeration more around 72%. The problem is the fact that people like to say today's cartoon suck is because they let the lens of nostalgia blind their judgment. A perfect example would be the 2003 TMNT show, most fans who grew up with the eighties show hate it because it wasn't silly or told the audience to go buy an exclusive figure at Toys 'R' us. Can't blame Peter Laird for following his comic and actually gave each episode a story instead of stupid slapstick lackluster storyline or an advertisement. To answer your question Ben 10 with ease.
Ben would take this one, and probably quite easily. Rex is good, but he hasn't been shown to be that keen of a fighter, unlike Ben, who is quite the fighter, transformed and otherwise. Rex is more of a brawler, but regardless, Ben's aliens would be too much for him to handle. My vote goes to Ben.

I do agree with what this dude said.
I like the TMNT. I was a fan of both the 80s and the 2003 one. I like the Back to the Sewers episodes too. Just love the turtles. I think the TMNT from 2003 is the best though. Had a good story to it. I never read any of the comics. I want to though.
By the way. Ben 10 also has my experience as a fighter. When Gen Rex is just getting started. I think that if you give Gen Rex sometime to get better.

Ben 10/Generator Rex: Heroes United is a crossover episode animated in Generator Rex ' s art style with an appearance by Ben Tennyson . It was produced and aired as an episode of Generator Rex .
The story begins with a mysterious rift opening in the skies above New York City, attracting the attention of Providence. Meanwhile, Rex is sparring against Agent Six , while musing about his need for a "Theme song" (and briefly performing a take on the original Ben 10 theme song) before getting the alert about the rift. Providence , at the same time, is unable to do anything before Rex arrives with Six and Bobo . Rex attempts to touch the rift to see if it has something to do with nanites when Holiday then gets a scan that shows something is coming through the rift, and Rex finds himself face to face with Humungousaur , who knocks Rex back into the park beneath them. During their skirmish, a strange metallic creature also appears and heads into the city, with Bobo and Six on its trail while Rex continues to battle Humungousaur. Just when Rex thinks he has the upper hand on the monster, Humugousaur transforms in a flash of light into Diamondhead . Rex attempts to cure Diamondhead but to no avail, which surprises Rex.
Meanwhile, Six engages the creature and manages to cut a piece of it off, and when Holiday's scans give insufficient data, is given to Rex's older brother, Caesar . Both hero's battle then winds up on the Brook
