The Federal Criminal Court in Bellinzona has sentenced both to significant prison terms. On Nov. It was a routine inspection to check whether Stankovic was producing only legal cannabis in his CBD plant in Urdorf. But when Stankovic opened the door, the officers were met with an extraordinary sight. The police found two Swiss nationals, Aleksandar Stankovic and Kurt Fehlmann both names have been changed , working in an improvised printing workshop. The authorities also located kilograms of legal CBD hemp, kilograms of illegal marijuana, 24 kilograms of hashish, 16 liters of cannabis extract and a safe filled with 15, THC seeds. It is the biggest case of attempted counterfeiting in 30 years. The Federal Criminal Court is responsible for all crimes that are directed against the interests of the Swiss government. The court announced its verdict on 2 July. Kurt Fehlmann, now 72, is a trained book and offset printer. After completing his apprenticeship, he frequently switched jobs. The company also produces banknotes, including Swiss franc bills, which are considered to be among the most secure in the world. After that, you know everything you need to know to print money. After a detour to Brazil in the early nineties, he eventually relocated to Thailand. In his statement, he said he didn't remember when exactly this was. In Bangkok, he founded a printing company for beer coasters, which did not turn out to be profitable. That is something he didn't want to do, he said. However, he did end up becoming a criminal later on. It happened by chance, he says. When a friend asked him for help in digitizing his vinyl record jackets, Fehlmann bought a scanner. It was an older model which did not include a copy protection for banknotes. Fehlmann scanned a 1, baht note — «as a joke,» as he told the judge on 1 July. The quality of the scan was excellent, he added. Fehlmann showed this scan to a friend, and the two began to work out a plan. They wanted to print counterfeit Thai baht notes. On the side, they also began experimenting with dollars. In a text message, Fehlmann wrote that he wanted to harm the Americans because they are harming the entire world. Counterfeiting Swiss money was apparently out of the question for him. However, dollar notes also have a reputation for being easier to counterfeit than the bills of other currencies. But the friends' plans came to nothing. In , the Thai judiciary sentenced Kurt Fehlmann to 20 years in prison. He served three of them in Thailand and one in Switzerland. The Thai king then granted him an amnesty, and Fehlmann was released. His criminal ambitions had been awakened. The retiree lived on a pension and supplementary benefits which amounted to less than 1, francs a month. Out of this amount, he paid francs in rent for a furnished room in the canton of Thurgau. He also sent francs a month to his girlfriend in the Philippines, who used the money to support herself and her three children. Aleksandar Stankovic was the perfect partner for Fehlmann. An active businessman, he ran a car garage in Spreitenbach, Aargau, which was apparently doing well. Stankovic soon opened a branch in Urdorf. He had also been producing legal CBD since At one point he earned around 12, francs a month with his CBD business. Stankovic was able to buy a house, a Harley-Davidson, a Corvette convertible and a Lamborghini with horsepower. According to the public prosecutor, it was the hope of making more quick money which drove him to finance Fehlmann's counterfeiting workshop. He had realized that the boom in the CBD business was over, the prosecution argued. The two men made a pact: Kurt Fehlmann was responsible for setting up the counterfeiting workshop. He procured several machines for different printing methods, masses of paper, and chemicals. Aleksandar Stankovic acted as financier and promised to launder the counterfeit money at a later stage. He not only provided the venue in Urdorf for the operation, he also paid for a room for Fehlmann and repeatedly covered his expenses. Setting up the counterfeiting workshop cost around , francs, nearly 85, francs of which Aleksandar Stankovic handed over to Kurt Fehlmann in the form of cash. He spent another almost 50, francs himself using a company account. Then Fehlmann went to work and started producing his first prints. However, he initially made serious mistakes: He printed the text «50 USA» six times instead of five, for instance. Fehlmann is a perfectionist. His forgeries got better and better — but was never good enough. He started the printing process from scratch three times. Fehlmann believed that his work would look so real that even ATMs and electronic verification devices would accept them. Aleksandar Stankovic, on the other hand, was less confident. The many unusable proofs increasingly made him doubt his accomplice's abilities. Moreover, he was already in trouble with the law: According to the public prosecutor, Stankovic had debts of , Swiss francs. In Switzerland, proceedings had been initiated against Stankovic for failure to keep adequate accounts. He had also been accused of money laundering in France. Stankovic apparently wanted to leave the counterfeiting business on several occasions. During the trial on Monday, Stankovic largely remained silent. He refused to make any statement at all about his role in the counterfeiting operation. Regarding the vast amounts of illegal cannabis found on his property, Stankovic only said that he had received the illegal material from someone else and was just storing it for them. He maintained that only the legal hemp actually belonged to him. Nevertheless, the federal prosecutor was absolutely certain of Stankovic and Fehlmann's guilt. The prosecution also argued that Stankovic is guilty of multiple violations of the Narcotics Act. For Stankovic, the public prosecutor requested an unconditional sentence of 52 months and a conditional fine equivalent to 10 daily wages. He further demanded an unconditional prison sentence of 46 months for Kurt Fehlmann, who had already spent one and a half years in custody prior to his trial. Although Kurt Fehlmann assured the court that he would never break the law again, he showed no remorse. On the contrary, he made it clear that he saw counterfeiting as a kind of sport, which he wanted to perfect. He also stated that he had always kept a diary and wanted to turn these notes into a novel. His defense lawyer argued that Fehlmann did not want to enrich himself «excessively» with the counterfeit dollar bills. He had only wanted to make , francs in laundered money, she claimed, so that he could spend the rest of his life in peace with his girlfriend and her children. She argued that the 18 months Fehlmann has already spent in prison were punishment enough and that her client should be released immediately. Aleksandar Stankovic openly admitted that he regretted his dealings with Kurt Fehlmann: «It's the biggest mistake of my life. I'm sorry I did it. He also reiterated that the illegal cannabis did not belong to his client and that Stankovic was only storing it for someone else. The court found both accomplices guilty. The days he served in pretrial detention will be deducted from his sentence. That means he will have to spend two more years in prison. The judges' sentence is therefore stricter than the federal prosecutor had requested. He spent 78 days in pre-trial detention, which will count toward his sentence. Global reporting.
