Does anyone know how to even out/disable spread spectrum on the z490 dark kingpin? The fluctuations of core clocks in the OS are driving nuts. Yes, I know it’s petty (face palm)

Most variation in the reported BCLK is monitoring error. When properly measured, my Z490 board is steady at 100.0000 MHz.
Try using ThrottleStop. Push the FID column heading in the monitoring table. It will recalculate the BCLK each time. Are you seeing any significant variation?

It’s a 10900kf at 5.2ghz. I am using high performance plan and no other errors or issues. The fluctuation I refer to is minor in nature, but there nonetheless. Specifically, I am used to seeing set even numbers: 4500, 5000, 5200, etc. In games and monitoring software; it only appears as 4995, 5198, etc. again it’s petty. Another separate observation is that in games that don’t use avx, the clock speeds fluctuate about 200mhz on a fix static clock. Not sure if this is normal for intel nowadays either
The Task Manager, most popular monitoring apps, including the MHz reported while in game, are not 100% accurate. They will make you think that your CPU is doing something that it is not. 
When the BCLK is properly measured, it is extremely steady. It usually varies by less than +/- 0.0001 MHz. It is not Spread Spectrum causing issues. It is just poor monitoring software that is incorrectly reporting the speed of your CPU.
If your CPU is setup correctly, you can run it at a steady speed. In the BIOS I entered 100.00 MHz for the BCLK speed. This 10850K runs consistently at that BCLK speed.  
At default settings, a 10900KF is designed to vary its speed between 4900 MHz and 5300 MHz depending on how many cores are active. Are you running with your CPU at default turbo settings? For steady MHz, I prefer to run an all core overclock so the CPU uses the same multiplier regardless of how many cores are active.

In the BIOS Set AVX Offset to 0 and turn off Thermal Velocity Boost (TVB) throttling and disable V Max Stress throttling. Your CPU should not be varying its speed.
If you are using HWiNFO, watch the Effective Clock data while your CPU is fully loaded. Are you still seeing MHz variation? When the CPU is fully loaded, I find that the Effective Clock tends to be steady. The Core Clocks randomly fluctuate higher and lower than 5000.0 MHz. The random fluctuations are not accurate.
