This options makes boosts ignore current performance profile limitations. 

For ex, for battery profile gpu is limited to 180 and cpu is limited to 1.3GHz.

With Boost Override disabled boost freqs will be limited by a profile. With Boost Override enabled freqs will go up to 800/1.8. 

This will make limited profiles (battery/limited) much more useful.
