Update on action: Thank you for sharing the change.org post. We have talked with Councilman Compton. He will schedule a council Health and Safety Committee mee … ting that is open to the public as soon as the governor opens up government business to more than essential crisis issues. This meeting would be specifically about backyard hens. We would present at that meeting. The entire council will be invited along with admin for the city, the attorney, and someone from animal control. That could come as early as next week, or it could be later if the governor does not loosen directives for government. We need to know who would be willing to come. We need people who actually live within Mishawaka city limits who would be willing at attend and possibly meet early to coordinate the presentation. I will let you know the meeting information as soon as I get it. Please respond to this post to let me know if you would be interested in attending and/or helping to present. If you are willing to help present, please send me you contact information through private message. Thanks.
Update after the 8/3 Council Meeting: I was greatly encouraged by my interactions with the Mishawaka Common Council members at the meeting tonight. My husband a … nd I attended the meeting, and I spoke during the “Privilege of the Floor” section. I stated my name, my address, and some background information, and then formally “on the record” asked for a meeting to discuss an ordinance for backyard hens. I was encouraged with the council’s response. During the meeting, President Hixenbaugh responded to my statement saying that though they are not currently allowed to hold a meeting on the issue because of the governor’s restrictions to only deal with essential business, they had not forgotten about backyard hens. He reaffirmed the plan to hold an exploratory meeting once the public health emergency is over and the restrictions are lifted. Councilman Compton then clarified for us that essential business is defined as anything having to do with businesses, ordinances, petitions, or variances that are time sensitive and must be dealt with now (because they matter in real time and may affect larger issues like mortgages, construction, etc.). This was a good clarification for us as it explained to us why some of the recent council agenda items made it on the agenda, and why backyard hens has not yet.
After the meeting we followed up with President Hixenbaugh individually. He reassured us again that they were not ignoring us or the issue of backyard hens, but gave us his word that backyard hens would be seriously examined after the restrictions are lifted by the governor. I am hopeful as it demonstrated to us the council’s commitment and good faith effort by guaranteeing our proposal will be heard.
At this time, we no longer need people to attend the city council meetings to speak to the council. We have a guarantee from them that backyard hens will be addressed, and we will need you when that happens. Governor Holcomb’s current restrictions for essential business only is set through Sept. 2nd, but that could get extended further. We will continue to update you with any news. For now, we are on hold, but I believe we are moving in the right direction.
