EVERGREEN PARK, IL — An Evergreen Park man was arrested in March when child pornography was found on his devices, prosecutors said. John Carroll, 39, appeared April 1 before Cook County Judge Margaret O'Garek on charges of disseminating and possessing child pornography.
On Jan. 11, Evergreen Park police received a cyber tip from the National Center For Missing and Exploited Children of child pornography being downloaded to a private group through the Kik social media app. Police traced the IP address to devices at Caroll's residence who was placed under investigation, the prosecutor said.
Child pornography was shared March 3 on Kik from the same IP address, the prosecutor said, and police traced similar material to Carroll's IP address from September and November 2020.
Police carried out a search warrant at Carroll's home. The prosecutor said the search uncovered a cell phone and a computer containing child pornography that matched what was shared on Kik. Many of the videos were of babies, toddlers and young children being sexually assaulted with toys and other objects, or by adult men and women, the prosecutor said.
According to the charges, Carroll admitted to police on March 23 that he owned the videos. He was arrested and charged March 31.
His attorney told the judge that Carroll has ties to the area and is a graduate of Marist High School. Caroll is a project manager in industrial development and real estate. His father was sitting in the parking lot prepared to put up $10,000 bond. Carroll has no prior criminal background.
"I consider these to be acts of violence and torture," O'Garek said. "Still in the midst of a global pandemic and given the defendant has no background, this is not a case that is ripe for a recognizance bond in this court's estimation."
Bail was set at $500,000. Carroll is to be placed on electronic monitoring if he makes bond. He is to have to no contact with children under age 18 and is not allowed to possess firearms or other dangerous weapons while his case is pending.
"And no internet and no access to Kik at all," O'Garek said.
Carroll is due back in court April 30 at the Bridgeview Courthouse.
