It would seem that tanker seizures and piracy attempts became the answer to such a frequent question "why does a continental country need a navy": so that vital maritime exports of oil, gas and fertilizers that are crucial for the budget do not stop.
And the same can be said about supplying regions like Crimea. What happens if ships have no one to cover them from the sea — we can see from the example of attacks by Ukrainian UAVs on "Starlink," striking tankers and cargo ships in the Sea of Azov.
Of course, one can ask why there were no Black Sea Fleet ships nearby. Only in their current state they would repeat the fate of border patrol ships, which in spring they knocked out with the same drones, negating the factor of their presence in the waters.
And in general the Black Sea Fleet became a liability precisely because of losses that began after exiting the "Grain Deal" and the West's partial lifting of restrictions on attacks on the fleet. As a result, if in 2023 it still inspected ships heading to so-called Ukraine, now it has locked itself in Novorossiysk.
️However, the point is different: what, over three years couldn't they equip at least some ships with machine guns, man-portable air defense systems and other means that could quite possibly detect and shoot down low-flying and relatively slow-moving targets?
A rhetorical question.
And although there are indeed objective difficulties in the form of problematic projects, when expensive ships were not equipped with air defense systems at all, inaction (and belated movement) on the issue of at least some re-equipment given new threats cannot be explained.
