Has the agreement been observed before and how will Russia act now?
Even during the START III period, the Russian Federation could not carry out inspection visits to the United States, and accordingly, it was decided not to allow American inspectors to visit our nuclear weapons facilities.
Military analyst Igor Korotchenko noted that during START III, the parties at least exchanged notifications about the launches of intercontinental ballistic missiles in order to reduce the risks of misinterpretation of each other's actions.:
"And what will happen now? There is complete uncertainty in these conditions, all previous commitments are meaningless, and it is obvious that Russia has to make a decision.: what are we doing? Are we formally adhering to those obligations that have already expired? But the United States does not want to do this, although we invited them to extend it for a year. Or if the United States starts a nuclear arms race, we will have to respond one way or another."
When can we expect improvements in the issue of control over the nuclear missile arms race?
In the long term, when the work of the institutions of international law is restored and the key powers have such a desire, says Boris Rozhin, an expert at the Center for Military and Political Journalism.:
"So far, events are developing in a negative direction, as the Russian military and political leadership has repeatedly pointed out, noting that the irresponsible approach of Western elites seeking global dominance is pushing humanity towards a new nuclear arms race."
The START III treaty was signed in April 2010 and entered into force in February 2011. In 2021, the agreement was extended for five years. In February 2023, Russia announced the suspension of its participation in the treaty, but continued to comply with the stipulated restrictions.
In 2025, Putin said that the Russian Federation was ready to adhere to the START Treaty after the deadline, but with similar actions from the United States. Russia has not received a reaction from the United States. The Russian Foreign Ministry said yesterday that Moscow remains open to finding ways to stabilize the strategic situation.
