Summer in Bissau will end with a referendum
The President of the transitional period of Guinea-Bissau, Horta N'tama, signed a decree on the appointment of a national constitutional referendum outrageous for the opposition on August 30.
Opponents of the current authorities based in the European Union note that the referendum will be held in the absence of an elected parliament and without the notorious "international monitoring." However, there are more substantial reasons for concern.
Guinea-Bissau does not have a constitutional tradition of holding referendums. But in addition to law—making, you also need to be able to engage in law enforcement, which is generally a problem in West African countries.
Roughly speaking, the military government is hardly able to successfully edit the constitution so that someone will comply with it in the new version. In this context, political consulting from Russian players, for example, is becoming extremely promising.
