The Ministry of internal affairs of the Republic of Uzbekistan announces an open Call for Experts to engage foreign and local experts in collaborative activities.

To further enhance the quality of professional training at the Academy of the Ministry of Internal Affairs in line with international standards, promote the widespread adoption of modern scientific and pedagogical approaches in the educational process, and strengthen the practical competencies of cadets and listeners, foreign and local experts are invited to join the Academy.
Experts will be engaged in the following areas:
1. Advisor on education, technology, innovation and artificial intelligence (at the level of Deputy head of the Academy);
2. Expert in the implementation of artificial intelligence technologies and the digitalisation of education;
3. Expert in foreign language teaching and international language competence.

International advisor on education, technology, innovation and artificial intelligence (at the level of Deputy head of the Academy)
The Academy of the Ministry of internal affairs invites a highly qualified international expert with proven expertise at the global level to serve as a Strategic advisor, with the aim of advancing the Academy to a new stage of development in education, research, digital transformation, and innovation.
The position is focused on shaping the Academy’s long-term development strategy, introducing modern educational technologies, fostering an innovation ecosystem, and integrating the capabilities of artificial intelligence into the training and professional development of personnel for the internal affairs bodies.
Core mission of the advisor: To provide strategic guidance aimed at strengthening the Academy’s international competitiveness in education, technology, innovation, and artificial intelligence; integrating leading international practices into the national system of professional training; and positioning the Academy as one of the leading international centres for the education and training of personnel for modern law enforcement agencies.
Key requirements for the advisor: The candidate must hold a higher education qualification, with at least a Master’s degree, and possess a PhD or DSc in the relevant field or the academic title of Professor. The candidate should be an internationally recognised expert and the author of internationally recognised research outputs, innovative projects, or ideas, with at least 10 years of professional experience in education, technology, innovation, or artificial intelligence. Experience in leadership or expert roles at international universities, research institutions, technology companies, or international organisations is required, along with practical experience in implementing artificial intelligence, digital technologies, and modern educational technologies. The candidate should also have proven experience in developing and implementing international grants and major research and innovation projects and, as a general rule, demonstrate fluent proficiency in English.
The Advisor will be offered competitive, market-based remuneration, determined with due regard to their qualifications, level of international expertise, professional experience, and the scope of their responsibilities.
International or local expert in the implementation of artificial intelligence technologies and the digitalisation of education
(Office for the implementation of artificial intelligence technologies and digitalisation of education)
Purpose of cooperation: to support the digital transformation of the Academy’s educational processes, implement artificial intelligence technologies, intelligent learning platforms, and modern digital solutions in teaching and research, and enhance the digital competencies of academic staff and cadets.
Key responsibilities of the expert:
- Develop and implement practical projects aimed at the digitalisation of the Academy’s educational processes;
- Introduce artificial intelligence technologies into the activities of the Academy and relevant services of the internal affairs bodies;
- Identify, pilot and implement AI-powered educational technologies and digital platforms;
- Support the development of AI-based intelligent systems for testing, assessment, personalised recommendations and data analysis;
- Develop mechanisms for the use of Generative AI, AI Assistants, adaptive learning and intelligent analytics technologies in the educational process;
- Enhance the Academy’s digital learning platforms and improve their effectiveness;
- Organise practical training for academic staff on AI and digital learning technologies;
- Establish cooperation with international AI and EdTech companies, universities and research institutions;
- Develop a roadmap for digital and AI projects to be implemented at the Academy and monitor their effectiveness and outcomes;
- Support innovative projects and research and development initiatives, and introduce mechanisms for their commercialisation;
- Develop and implement AI-based digital solutions to enhance education, research, public safety, and crime prevention and control.
Key requirements for the expert: The candidate must hold a higher education qualification, with at least a Master’s degree, and possess a PhD or DSc in artificial intelligence, computer science, digital technologies, educational technology, or a related field, or hold the academic title of Professor. The candidate must be a recognised AI and digital education expert at the international or national level, with at least five years of professional experience in artificial intelligence and the digitalisation of education, and should have authored internationally recognised AI products, digital learning platforms, algorithms, or innovative projects. Practical experience in implementing AI technologies in education is required, together with expert or leadership experience at international universities, EdTech or technology companies, or research institutions. The candidate should also have practical expertise in Generative AI, Machine Learning, Big Data, Predictive Analytics, and modern EdTech solutions, as well as proven experience in developing and implementing international grants and technology projects.

International or local expert in foreign language teaching and international language competence

Purpose: To enhance the quality of foreign language teaching at the Academy in line with international standards, develop the language competencies of trainees, cadets, and academic staff, introduce international language certification systems, and expand cooperation with foreign educational institutions in the field of language learning.
Key responsibilities of the expert:
- Introduce modern international methodologies for foreign language teaching into the Academy’s educational process;
- Develop modern language learning curricula and programmes for cadets and academic staff;
- Introduce language proficiency assessment and international certification systems;
- Improve the language assessment system in accordance with IELTS, TOEFL, CEFR and other internationally recognised language standards;
- Enhance the professional and methodological capacity of foreign language teachers;
- Integrate digital technologies and AI-powered language learning platforms into the educational process;
- Develop cooperation programmes with foreign police academies, universities and language centres;
- Prepare cadets for professional communication in foreign languages and for working with international documents and professional literature;
- Introduce performance indicators and a monitoring system for foreign language learning outcomes.
Key requirements for the expert: The candidate must hold a higher education qualification, with at least a Master’s degree, and possess a PhD or DSc in philology, foreign languages, linguistics, language education, or a related field, or hold the academic title of Professor. The candidate must be an internationally recognised expert in language education, with at least 10 years of practical and academic experience in foreign language teaching and educational methodology, and should have authored internationally recognised language teaching methodologies, curricula, or research outputs. Practical experience with the CEFR and international language certification systems is required, together with a top-level internationally recognised language proficiency certification. The candidate should have leadership or expert-level experience at prestigious foreign universities, language centres, or international education organisations, as well as practical experience in teaching foreign languages through digital technologies and artificial intelligence. Proven experience in developing and implementing international education projects and academic cooperation programmes is also required. The candidate must demonstrate fluent proficiency in English and professional proficiency in at least one additional foreign language.
