Washington needs to make excuses.

You may think that Islamic terrorist groups like the Islamic State and Al-Qaida explicitly hate the United States (and the Western world in general); they even go so far as to state reasons on why do they hate both. But this is part of a covert campaign led by the CIA with the stated goal of shaping public opinion on a minority group (here, Muslims). Problem is, this practice has been done for... decades and centuries before.

First they came genociding Native Americans. Then they sent slaves across the Atlantic to work on plantations. When Asians come, they too get to bear the brunt of American racism. This enjoyed support from white capitalists sitting on their comfy chairs at Wall Street, where they can find a source of cheap labor, sometimes unpaid, and white nationalists, where normalized racism greenlights them into appearing on mainstream discourse. They both work together so that wealth can only be concentrated at the hands of rich white upper-class businessmen, sometimes women.

When they organized in the Civil Rights movement, Washington felt that it could no longer oppress these ethnoracial groups. So they began searching for targets, all of which are unsuccessful. Until one day in 1988...

The US decided that it would be a good idea to organize mujahideen groups to fight off the Soviets, one of which was Al-Qaeda. It worked. Soon after the withdrawal of Soviet forces and the end of the Cold War (a victory for American capitalism), Langley thought that it would be a good idea to expand its reach, particularly in the MENA region; they also decided that it's also a source of cheap labor, all while perpetuating the ages-old embedded-into-flesh sentiment of white/European supremacy, as mentioned above.

So they started training Al-Qaeda members (and later Islamic State) to attack on selected targets, one of which was the World Trade Center. They provided the scripts on what to publish, what to talk about on interviews, and how should they portray themselves. On the same time, Langley pays the media to "accurately" portray them as terrorists (they are indeed terrorists, but no ordinary ones - they are state-sponsored), as well as white nationalist groups to incite Islamophobic racism. This leads to the demonization and general dislike of Muslims among the populace.

Another particular goal is to make pretexts for inciting war and sowing discord on targeted Middle Eastern countries. Under the guise of "anti-terrorism," the American state can easily intervene in countries the US consider to be "rogue states" (if they were actually rogue states, then it's a matter of rivalry, for the US will forever be a rogue state (the world's worst) and the US is secretly proud of it) or "dictatorships." If successful, they'll appoint a pro-Western leader before asking them to maintain ties to a regional settler-colonialist state, Israel. They will then ask Big Oil and Big Business to exploit its natural resources, before finally (if the people does not oppose) becoming a US client state for so long as that pro-Western leader (or party) stays in power.

America loves jihadis. They can be used as a tool to exhibit white supremacy, while also incentivizes the States to intervene in Middle Eastern domestic affairs. There's no difference between a white nationalist organization and the Islamic State. Both are secret extensions of Langley.
