ADMINSTRATIVE INSTRUCTIONS (AI) FOR 1st FLOTILLA WECARE DAY (DRAGONBOAT)
ME1 Neo Wei QuanINTRODUCTION
1. RSS Steadfast will be organising the 1st Flotilla WeCare day on 26 Apr 2024. The WeCare day will be conducted via a Dragonboat session which aims to promote healthy lifestyle amongst members of 1st Flotilla and foster a stronger sense of camaraderie within the Flotilla.
AIM
2. The aim of this AI is to disseminate the information and coordinating details to all participants to facilitate the smooth conduct of the event.
VENUE
3. The 1st Flotilla WeCare day will be held at Kallang Sea Training Centre, 5 Stadium Lane, Singapore 397773. Participants are to arrange their own transportation to the venue. Please refer to Table 1 for the various transportation means.
4. Participants can refer to Figure 2 to 3 for entrance and mustering point.
SEQUENCE OF EVENTS
5. The Sequence of Events (SOE) is as outlined below in Table 2.
PARTICIPATION
6. All 1st Flotilla personnel are required to attend this event, except for the following:
a. Personnel on medical appointment/ leave;
b. Personnel with official matters to attend to.
7. Each unit is to provide a team of 30 paddlers for Dragonboat. Personnel unable to partake in Dragon Boating will visit the Sports Museum (see Figure 4 & 5) after ClF's opening speech and Flotilla photo-taking session. Admission to the Sports Museum is free of charge for Singaporeans; however, kindly note that verification will be required upon entry via SingPass or its equivalent.
8. Pre-requisite for personnel participating in the event:
а. Participants must be PES B3 and above to take part in the Dragonboat Session;
b. Participants are required to complete the PAR-Q prior to the event. The link will be sent out closer to date;
c. Participants should have at least 7 hours of uninterrupted rest;
d. Participants with history of any past or current medical status or condition (asthma, heat injuries, etc.) are to declare to the Organising Committee.
RIG OF THE DAY
9. All personnel are to be in non-SAF related sports attire. Slippers are allowed for this event. All personnel are required to bring a water bottle and a pair of sports shoes.
SAFETY
10. Safety Brief. A safety brief will be conducted by the vendor prior to the dragon boating session.
11. Safety Watch Areas. Safety watch areas for the event are as follows:
a. Slip, Trip and Fall. Participants are to exercise caution when transiting from one place to another, especially when embarking and disembarking the boat. Participants are to avoid running or jumping near puddles or along the pier to prevent unnecessary injury.
b. Sports Injury. Participants are encouraged to exercise restrain while dragon boating as their overzealousness may lead to musculoskeletal injury.
c. Dehydration. Participants are more susceptible to cramps, heat stress and/ or heat stroke should they be dehydrated. As such, all participants are encouraged to hydrate themselves regularly. Isotonic drinks will be provided post-event to aid fluid replenishment.
d. Emergency Drills. It is important for all participants to be attentive during the safety brief to be familiar with capsize drills. In the event of a Man Over Board (MOB) situation or a capsized boat, participants should alert their respective instructors and nearby boats for further assistance.
12. Personal Floatation Device (PFD). All boat members (paddlers, drummer, helmsman, trainer/coach) must put on their individual PFD when onboard, regardless of their swimming ability. The PFD is to be worn before embarkation and can only be taken off after the crew member is back on solid ground upon disembarkation from the Dragonboat.
13. Buddy System. Each rower is responsible for the person that they are paired with. They are to conduct mutual check on each other's safety during the event and in times of emergency.
14. Boat Discipline. The following are to be observed by all personnel in the boat at all times:
a. All personnel, less helmsman, must remain seated on the assigned location and remain alert at all the times;
b. Sitting on gunwales is not permitted;
c. Hands should be off the gunwale when coming alongside another vessel or jetty.
MEDICAL
15. In the event of an emergency during the Dragonboat session, injured personnel will be promptly evacuated back to shore. First-Aid Personnel will be stationed at a designated First-Aid Station to provide immediate medical attention. If the level of injury necessitates further medical care, personnel will be transported by ambulance to the nearest hospital, Tan Tock Seng Hospital, located at 11 Jalan Tan Tock Seng, Singapore 308433.
WET WEATHER PLAN
16. Wet weather plan will be activated in the event of CAT 1. Participants are to make their way to 100 Plus Promenade Gate 2 (see Figure 6 & 7) for Relay Games and Sports Museum (see Figure 4 & 5) for a self-guided tour by 1000hrs should wet weather plan be activated.
17. Participants will be split into two groups (Refer to Table 3).
18. The sequence of events for wet weather plan is outlined below in Table 4. Please note the different SLE location for each group.
19. The wet weather plan will be of relay race that is designed to foster team spirit. It consists of four static stations and a rope-handling team. Each station, including the rope-handling team, will have up to 8 participants per unit.
a. The rope-handling team should consist of Commanding Officer
(CO), Executive Officer (XO), Coxswain (Coxn), and any personnel unable to partake in the static stations.
b. See Figure 8 for more details.
20. At the Sports Museum, personnel will navigate the exhibits independently to learn more about Singapore's sporting history. Please note that flash photography and filming are not allowed in the museum. Personnel at the Sports Museum are to muster back at 100 Plus Promenade Gate 2 by 1130hrs.
