A seminar was held on enhancing the openness of budget data and processes

On November 12, a seminar was held within the framework of the Program of Bilateral Cooperation between the Ministry of Economy and Finance of the Republic of Uzbekistan and the Ministry of Finance of the Russian Federation in the direction of “Development of proposals to increase the level of openness of budget data and the budget process of the Republic of Uzbekistan.” It was attended by representatives of the Ministry of Finance of Uzbekistan and the Ministry of Finance of Russia, as well as experts from the FRI (Financial Research Institute). The moderator of the meeting was the Program's expert Sergey Sudakov.

In the first part of the seminar, the expert of the Program Antonina Kovalevskaya made a presentation on the topic “Analysis of the level of openness of the state budget of the Republic of Uzbekistan in the context of recommendations of international organizations and examples of best practices of budget and tax transparency in different countries”. The expert presented the results of the work, including the current development of various tools developed for the implementation of the budget data openness index in the Ministry of Economy and Finance of the Republic of Uzbekistan. A separate discussion was devoted to how to adapt models and teach colleagues how to use tools in the ministry. As a result of the discussions, a plan for further work in this direction was drawn up.

In the second part of the report, Poliakova Yana, an expert of the Bilateral Cooperation Program between the Ministry of Economy and Finance of the Republic of Uzbekistan and the Ministry of Finance of the Russian Federation, spoke on the topic: “Assessment of the Openness of Budget Data of the Republic of Uzbekistan.” In her presentation, she highlighted that one of the key goals of budget policy is to ensure the country’s economic growth, which is achieved, among other things, through the balance of the federal budget, low inflation, experience in forming budget forecasts, the mechanism of stress testing key budget risks, and the system of managing tax expenditures.

From the uzbek side, the seminar was attended by the heads of departments of the Department of State Budget Policy of the Ministry of Economy and Finance and the Budget and Tax Research Institute.
