A meeting was held within the framework of the second cycle of the program "Evaluation of the Effectiveness of the State Bodies of the Republic of Uzbekistan".


On July 26 of this year, a meeting was held with experts of the program for improving the efficiency of government and public administration from the United Arab Emirates (UAE). The event was attended by Fahad Al Suwaidi, Adviser to the Ministry of Government Affairs of the UAE on improving government performance and efficiency, and Mahmoud Al-Awadi, Project manager for the Sheikh Khalifa Government Excellence Program.

For information: Public Administration Efficiency Improvement Program has been implemented jointly with the UAE Government since April 2019. In 2022, an Agreement was signed to extend cooperation between Uzbekistan and the UAE in the field of improving the efficiency of public administration for the next three years.

During the meeting, the parties discussed plans for the implementation of the second cycle of the program. The second cycle provides for the evaluation of one institutional and seven individual nominations. The assessment process will include the analysis of questionnaires, data provided by ministries and departmental staff, as well as conducting interviews.

The experts provided explanations on the criteria for evaluating the activities of ministries, including:

  • The effectiveness of the implementation of government programs and initiatives.
  • The quality of internal management and administrative processes.
  •  The level of transparency and openness of activities.
  • Professional skills and level of training of employees.
  • The effectiveness of the interaction of the state body with citizens.

Following the meeting, the parties agreed on further steps and set a schedule for evaluation activities aimed at improving the overall efficiency of public administration.
