The category a1 rules apply to those who wish to operate small motorcycles. These motorcycles have capacity of up to 35kW. They cannot be derived from vehicles of more than double their power.
The open drone operation category can be divided into three subcategories A1 to A3. You can fly drones with the class label C0 or C1 in the A1 subcategory (fly over people) until January 2024.
A1
Category A1 is one of the three EASA drone categories and applies to aircraft with a maximum take-off weight (MTOM) of up to 25 kilograms. It requires a log of flights as well as a flight schedule, remote identification systems, and a geoawareness. The drone must also be visible to the pilot at all at all times. It is not permitted to fly over individuals or areas that are used for recreational, commercial or industrial reasons. The drone must stay below 120 meters.

A1 applicants must have a minimum of 16 years experience in two-wheeled vehicles. They must also complete compulsory basic training and have passed the theory test and practical test. Additionally, they must have an official medical certificate.
A1 license holders can ride two-wheeled mopeds so long as their capacity for cylinders is not greater than 125 cc, and their power to weight ratio is not greater than 0.1 kg/kW. They are also able to use motorcycles that have the capacity of cylinders that are not more than 125cc, as in addition to trikes and quad bikes.

The category A1 licence was designed to make it easier for drivers to be able to move to the next vehicle category. This permits them to drive vehicles with a maximum mass of 35 kW. This is a way to gain some experience driving vehicles with less power before moving onto the higher categories of licence.

A2
If you've completed your CBT training and are seeking a motorcycle license you could be qualified for a category A1 licence. This allows you drive a small bike without the need for a sidecar. You can also fly in the A2 sub-category with drones with a mass of up to 4kg however, you must keep them at an appropriate distance from people during take-off and landing. The separation distances are horizontal, not vertical and drones must be kept to 30m away from people who aren't involved, or 5m when they're in 'low-speed mode'. You must also complete the A2 Certificate of Competence (A2 CofC) exam to fly in this class.
If you're looking to fly larger drones, then you'll need to apply for an operator's permit in the particular category. A2 can also allow you to fly transitional drones which aren't CE marked, but which have been modified to lower the risk of collisions with other people. These drones are only allowed to be flown in A2 until end of 2022. After this, they will have to be in compliance with the A3 rules.
The A1 and A2 categories are designed to help you become a safe and confident motorcyclist. The amount of lessons you need depends on your level of capability and the progress you are making in learning, but you must complete a specific amount of special rides. This includes a minimum of five lessons on country roads as well as four on highways, and three lessons in darkness or dawn.
A3
This category permits drones with a the maximum takeoff weight of 25 kg. It is a less risky operation, however strict precautions must be taken to avoid incidents. A distance of 150 meters is required between drones and commercial, residential industrial, recreational, and residential areas. Drones bearing the Class Identification Label C2 may be operated under subcategory A2 provided they meet the requirements of size, and the remote pilot has passed an additional theory test. This exam is designed to test the remote pilot's comprehension of the technical and operational mitigations to mitigate the dangers of flying larger drones (class C2, weighing less than 4kg mass) close to people. The successful completion of this test results in the award of an 'attestation of competence to fly category A2'.
There are transitional arrangements that allow legacy drones, that aren't certified, to be operated under the categories A1 or A2 for a period of two years following the implementation of the new EU regulations. The drones of the past cannot be intentionally flown above people and must be operated using an A2 CofC.
To operate a drone within this category, you need to first complete the online test for identification of flyers and then complete a theory test. A4
The DOH is preparing specific guidelines for category A4. These guidelines will be consistent with other operations, and will include information such as the number of dressings changed every day. They will be presented to the Inter-Agency Task Force for the Management of Emerging Infections (IATF-EID) and the DOH National Immunization Technical Advisory Group. When they are approved, the guidelines will be vetted and approved by both the DOH National Immunization Technical Advisory Group and the IATF EID.
In this category, drones that have the class identification labels C0 and C1 are able to fly within a distance of 50 meters of people who are not involved. This is a low-risk class, but strict precautions are still required to minimize incidents. Drones classified as A1 or A2 are required to be able to pass an additional theoretical test before they can operate in this subcategory.
This examination aims to assess the level of knowledge about the dangers of flying drones close to people. The certificate of competence is issued after the successful completion of this test. The operator must also keep at least 30 metres from any uninvolved person or 5 metres when flying in a slow flight mode.
