GM was down 0.3% in pre-market moves. On Monday, the company more than doubled its forecast for a first-quarter charge related to recalls. GM issued another recall of 1.5 million vehicles worldwide. Chinese markets ended higher earlier Tuesday after an official gauge of the countrys manufacturing sector showed a small improvement.
