The 39 bracket has been really fun and enjoyable to acquire the gear. Having tons of extra badges and gold from heroics made it super easy to acquire the gear for my twink priest.
On my lock I went with the build you posted (8/8 eagle belt instead of deathmage) and it works great. The past couple days though I've switch out the gloves/belt for black mageweave/star belt and I somewhat prefer those. I'm still at 1800hp/2200mana but with 253 spell dmg and I don't notice to much of a difference in survivability.
I dont know much about twinking in the 30-39 bracket but check out the arena grand master trinket (+12 dodge rating (1.66% @39) and a 750-1250hp shield for 20 sec (15min cd on shield) I use it on all my lvl 19 twinks.

Most of the spells in Holy reach aren't useful or available at 39 pvp except smite maybe. But if you want to dps go shadow. If your are really low at crit don't take surge of light and use those two points in spiritual healing. Good luck at 39.

39 can be a nice change of past, shifting from the hp > dps ratio of 19/29 to the dps > hp ratio of higher lvls. I havent played the bracket in awhile, but I did have a disc priest for 2 years before shelving him.

As a caster, especially Shadow Priest, you'll have much more fun in the 40-49 bracket. Melees have almost lost their power (39 is dominated by Warriors), twinks are more uncommon, so matches are more balanced and exciting. SPriest, Warlock, Mage; they are all strong.
