All levels of jewels can be crafted at the Jeweler and Jeweler's Workshop, with the exception of the rare and legendary jewels which require you to be at a sufficient level to obtain the privilege of having them. Jewels can be replaced by another jewel without damaging the original. You are able to replace the jewel once within an item of equipment.
It is typical to use more jewels for aesthetic reasons. Jewels also enhance performance and make a harder surface than metal so that repeated friction from pivots do not cause damage to them.

Then, you should consider any items with desirable stats that aren't as important as the iLevel of the item that is to be upgraded. This is true especially if you are looking to upgrade multiple stats on an item. It is better to upgrade one important stat rather than two suboptimal ones.
