There is a difference between considered and are. It also depends what criteria you are using: the technical definition, legal definition, parent's viewpoint, person's culture, maturity level, age of consent, or minimum age of marriage?
Technical Definition: No , They are Adolescents
Technically you are a child from birth until puberty. Once you hit puberty, you are no longer a child. At puberty you enter a phase called adolescence, which is commonly referred to as being a teenager. You become an adult somewhere between 18 and 21 depending on who you talk to.

You also have to remember that cultural differences could make a big difference, as well as what time period we are talking about. If you are in a culture or time period where people get married young, then 17 would probably be considered as an adult. You often see this in tribal communities that have not adopted modern western culture, or modern communities that hold onto older traditions.
For example, some cultures still marry young (around 17 years old for females) even today. When I was still courting in my 20's, I've even had mothers try to hook me up with their 17 year old daughters, since they knew I was kind and had a good job. And these mothers expected grandchildren right away too. It was part of their culture. To them, girls became women at 15, and by 18 they should be married and having children, preferably with a slightly older man who could take care of them.
On the other hand, Americans, especially white Americans would think 17 years old is very young, and way too young to get married much less start having children. And American society is setup with the expectation that people are not adults until 18, or 21. In fact, American society is setup so that it is hard to even get a decent job without a college degree.
Age of Consent & Minimum Age of Marriage: Depends
Different states and countries define different ages where a person is allowed to engage in sexual activity and get married. This can vary greatly from country to country, or even state by state within a country.
Although this is technically not a definition of adulthood, per se, it definitely indicates that the state realizes that the person is old enough to consent to sex and get married. The age of consent is usually lower than the age to get married, but again, it varies by country or state.
In some jurisdictions a 17 year old is allowed to have sex and is allowed to get married, where other jurisdictions would prohibit this until the person turns 18 or higher.
So in the end, whether people "consider" you a child or not depends on the culture you are in. But if you go by the technical definition, a 17 year old stopped being a child when they reached puberty, which was probably between 10 and 13 years old.
