Upgrades to items can be used to increase the stats of a particular item. Depending on the type of upgrade you choose, it may increase the rarity of an item, or its Mark Level and increase other stats.
Each item comes with a track for upgrading it. Each upgrade increases the cost of the next item by a specified amount.
Item Level
When an item is upgraded, its basic stats are increased in value. The value is the sum of the perks that are leveled up (attack magic attack and defense). Upgrades to items can be costly, depending on the upgrader and the kind of upgrade you decide to perform. This is due to the number of perks that need to be changed in order to upgrade an item.
Item level is a commonly used measure of power, and can be seen on all tooltips of items. It can also be used as a gating requirement while waiting for dungeons, scenarios and raids, and to limit the amount of PvP gear that a player can wear (since PvP is restricted to an lower level). The average item level can be found on the character sheet.
Utilizing the level of an item can help players evaluate the strength of equipment when deciding to purchase or sell. It's an indicator of the item's damage and quality. The level of the item can be used to compare items when looking at a vendor's inventory.
The item level can be seen by pressing the ALT key on PC or using the left stick (L3) on XB1 and PS4. This will display the complete description of the item, including its ilvl. It can also be located by hovering an item with the mouse cursor, and then typing /itemlevel into chat.
There are various theories about how the calculation of an item's level is done. One theory states that the item level is calculated by formulas that determine how valuable an item's stats really are. It is based on the fact that different perks are valued differently, and that gems found in sockets increase the item's value. This could result in an item's ilvl which is calculated and is typically very close to Blizzard's real level of the item.
However, this is not the only factor that affects an item's ilvl, because the size of the area the item is dropped into can change the value of its stats, for example by adding a level to its haste rating or crit rating. This means that items that drop at higher levels will have more value than items dropped in lower-level instances.
Item Stats
Item stats are a big part of what determines the value of an item for players. The game makes use of them in various ways to encourage players to not limit themselves to one weapon and to motivate players to explore other weapons. The stat modifications of an weapon increase the base stats. These stat mods are then boosted by a player's skill.
Upgrades to an item may increase the stats of an item. The costs for upgrades are determined by the rarity of the item. A grey or white item for instance, will only be upgraded once and items with rare tiers may be upgraded multiple times with higher prices.
Affixes are another way to change an item's stats. They are stat boosts that can be added by the player to an item. Affixes can provide the item extra damage, add a special ability to the item (such as reviving the dead or decreasing the cooldowns) or make the item unique by giving an additional name to the item.
Presently, all affixes are able to be rerolled by selecting them from the upgrade window and pressing the green button with circling arrows. It will cost a set amount in gold and other items. These can be used as upgrade gauges as with other methods of rerolling.

Players can choose to upgrade an item to specific stats, or reroll affixes. The range of stats determined by the item's level. However, all items will have at least one stat in the same range, unless it's an item that is unique, or the item is a God Roll from a raid boss.
Another thing that could be altered by adding an option to upgrade the equipment without rerolling the affixes or choosing which stats to boost. But, like base equipment, this would need to be performed on a per-item basis, and the interface for comparing items wouldn't show all possible stats either lost or gained at the same time.
Item Luck
The Luck stat of a player increases the chance of finding items and the properties that are generated by loot, and the intensity of these properties. It does not, however, directly affect damage or the ability to upgrade items. It gives players the chance to upgrade their gear earlier in the game. This is particularly beneficial in early game runs because players tend to put defenses and weapon scaling over raw damage gains.
Luck can also increase the chances of upgrading items at the Blacksmith. This is not to confuse with the Blacksmith's overall chance of upgrading that increase with each level of the item. They can also be increased by using anti-materials like a Scroll of Strength and a Jewel of Blessing.
The shields, armor and weapons come with the default Luck value of 40. These items can then be upgraded with golden ingots, spined leather or oak boards (depending on the type of material used) to give +40 Luck or to increase the existing Luck of an item, up to 140.
Moreover, certain items, such as the Hollow infused weapon can be outfitted to increase the damage of any damage-dealing skill by 5%. These items can be bought in the shop, or they can be crafted using the right ingredients.
Item Failure
Not all upgrades are successful. More hints can be used to increase the success rate of an upgrade, or to protect players from losing their item in the event that it does not work.
The rate of success of an upgrade can be seen in the Honing UI. The percentage indicates the probability of successfully upgrading an item. This can be increased with Additional Materials or Special Materials. The chance of success can only be increased as high, and the probability that an upgrade will fail can't exceed 100%.
The luck of an item may influence the success of an upgrade. Every item has an overall success rate of 25%, and every item with Luck increases the chance of success by 5percent.
The upgrade overlays of the item are rendered above the items in the inventory. This could cause obscurity to enchantment effects or other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
