What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to find and buy upgrades.
Boosters

In addition to the stat increases Certain upgrades can provide a random boost. These secondary boosts can be extremely valuable and should be taken into consideration when choosing which items to upgrade. Some of these boosts can only be used in specific builds (such the Whistan's Shield, which is for FB Sorcs), while others are useful to collectors.
Some items have an inherent boos that are less effective when upgraded, for example the Goldwrap which gives extra potion slots. They are usually upgraded to add value to a perfect or near-perfect item.
Costs
Upgrades have certain costs associated with them. The first is the cost for the upgrade. This cost can be expensive and is contingent on the new value of the item and the number of perks it gets. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of materials required to upgrade. The items used are usually either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these items required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. Depending on the size of the upgrade, it could take up to 8 hours. The base stats of an upgraded item are calculated based upon its new ilvl and other characteristics. This calculation determines the latest Armor Class bonus, damage dice, and other crucial stats. In some instances upgrades can provide additional perks. These perks are available in a list.
Rarely, the new benefits obtained will cost more than one perk slot In these instances the upgrade will replace the highest-cost perks. Occasionally, the upgrader will make other adjustments to an item, for example, changing the type of weapon damage or adding or removing an unwieldy or operational property. These modifications are based on an item's ilvl, and may require special materials, like the adamantine.
Success Rate
Upgrades to items are based on the chance of success, and as with every random system, there's the possibility that the upgrade won't be successful. There are a few ways to increase the chances of success. These include the use of an item dubbed an Upgrade Pity or the addition of additional items to the upgrade.
An Upgrade Pity is a product that you can purchase from the smithing NPC in Lost Ark. It increases the odds of an upgrade succeeding by a certain percentage. It's similar to the "luck bonus" that certain items provide however it is more solid. It can be added to any weapon or armor and can be used up to three times.
You can also add additional components to the upgrade to increase the chance of success. These are shown in a separate window, above the + button. There are however limitations to this, and the largest amount of material that can be added is displayed just above the + button in the user interface.
Another way to increase the odds of an upgrade succeeding is by using an item called the Blacksmith Blessing or an upgraded version of it. This item can be useful in the event that your item or weapon is close to or has reached the maximum level of its tier. It will let you upgrade the equipment to the next level without having to worry about it breaking.
If an upgrade fails the upgrade will be reversed to its original state. This is typically a downgrade, but can also be an upgrade. It is recommended to save an upgrade for when you are close to the highest level of an item, and then use it as an emergency.
There are a variety of items available in the Kafra shop that can be used to boost the chances of a successful upgrade. You can boost your chances of success by upgrading your equipment multiple times with HD Oridecon and HD Elunium. The success rate will also be increased if you can increase the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
