As opposed to earlier models, modern Saab cars use transponders in the key-fob rather than a physical key that can be used to unlock and start the vehicle. The reprogrammable batteries that are in the key-fob get worn out, and eventually aren't able to hold any charge. This is particularly applicable if you are using the same key for the lock you have.
The good news is that it can be replaced quite easily by an experienced locksmith. You can also do it yourself if have the appropriate tools and a bit of patience. The first step is to separate the key-fob. This is accomplished by inserting a flathead screwdriver in the slot located in middle of the case. The plastic is brittle, and easily damaged.
After the case is opened, you can create the new key by combining the lower part of the old key with transponder and banana. This will ensure that the new key is correctly paired to your CIM, which can be a major difference when replacing the sole key of your Saab 9-3.

Most new Saabs come with two keys right from the factory, however you can upgrade them at the dealer with a handheld computer referred to as a Tech-2.
