نشست جهانی اقتصاد (داووس) ۲۰۲۴

در جهانی جهانی شده زندگی می کنیم. مرزها دچار تغییر شدید و تعریف جدیدی شده اند.

مشخص نیست مرز ملی کجا است. سرمایه جهان با رسانه ها دچار تحول و تغییر شده است. برخی از این تغییرات به دلیل نامشخص بودن، نگران کننده هستند، اما همچنان در حال انجام.

مدل های اقتصادی و نظرات فلسفی توان توضیح روابط و مناسبات اجتماعی جدید را ندارد، به عبارتی تکنیک از تفکر جلو زده است. تفکر و ایده باید برای کنترل این تکنولوژی چاره ای بیاندیشد. اجلاس های سالانه در داووس این ادعا را با خود حمل می کند، اما آیا موفق بوده است؟

جواب را به خود متخصصان وا می گذارم.

عرصه بحثم را به منطقه و کشور خودم می آورم با موضوع آزادی بیان و جامعه و سرمایه جهانی شده. 

من شاهد دو دوره روشنفکری در ایران بوده ام که دوره اولی را هم درک کرده ام، یعنی از روایان دست اول شنیده ام.

آزادی بیان در کشور ما همیشه تهدید شده است. بگذارید از ۷۰ سال پیش شروع کنم تا مشکل روشن شود. بعد از کودتای ۲۸ مرداد ۱۳۳۲، کشور ما دچار حوادثی سخت بوده است که آن را از توسعه و صلح دور کرده است.

بعد از آن کودتا، رابطه ایران با غرب دچار نوسان شده است. امروز هم حکومت، استبدادی و براساس تبعیض بنا شده است و گذار از آن ضروری است. این حکومت آزادی بیان را جرم دانسته و نهاد مدنی را سرکوب می کند. از تعارض های سیاست غرب در منطقه استفاده می کند تا دیکتاتوری خود را ثبات بخشد که نتیجه اش بی ثباتی در منطقه است.

مردم ما صلح و توسعه و دموکراسی می خواهند. آزادی بیان به دمکراسی کمک می کند.

ازادی بیان دروازه دموکراسی است. من به خاطر این بسته بودن دروازه، ۱۴ سال زندان بوده و ۱۲ سال است که تبعید هستم. همسر من نرگس محمدی سال ها است که به دلیل فعالیت مدنی در زندان است. البته این سرنوشت ما تنها نیست بلکه سرنوشت مشترک هر ایرانی است که به آزادی بیان معتقد است.

اما چرا چنین است؟ آزادی بیان بستر مناسب و حامی مادی و عینی می خواهد و آن بستر مناسب، جامعه مدنی و نهاد مدنی مستقل از حکومت یا دولت است.

بدون نهاد مدنی و جامعه مدنی، آزادی بیان و امنیتِ بعد از آن محال است. اما حکومت ها در منطقه ما با آزادی بیان مخالف هستند پس نهادهای مدنی را سرکوب می کنند. ما در ایران مقاومت مدنی مستمر داریم. جنبش های زمان دار خواهان جامعه مدنی و حکمرانی مناسب داریم. 

اما حکومت ها در منطقه از تعارضی استفاده می کنند که منافع دولت های غربی ایجادش می کنند. زمانی نفت و انرژی ارزان و باراز مصرف برای حفظ ثبات سیاسی و اقتصادی در غرب، عامل اصلی نحوه تعامل و تقابل غرب با حکومت های منطقه ما بود. در این مواجهه جامعه مدنی ما زیر فشار می رفت. این قاعده که حکومت های منطقه چه مخالف غرب و چه موافق غرب، دیکتاتور هستند جای توجه دارد که نتیجه اش قربانی شدن آزادی و جان مردم ما است.

اما در جهان جهانی شده اوضاع دیگر مانند گذشته نیست. غرب نمی تواند با معیار امنیت خود و انرژی ارزان با منطقه ما با حکومت ها تعامل یا تقابل کند. 

استبداد و ناامنی و تهدید آزادی، مسری هستند. آزادی به اندازه استبداد واگیر ندارد. به عبارتی دیگر ما سوار یک قطار هستیم اگر چه واگن های آن درجه های گوناگون دارد. این قطار اگر تهدید شود مانند کشتی تایتانیک غرق می شود. دقت کنید ناامنی پا دارد، به اروپا و آمریکا هم آمده است.

اما چرا این را می گویم؟ من به عنوان ایرانی به جهان نگاه می کنم. از مهم ترین منطقه انرژی جهان می گویم که سرنوشت ما را مانند خود بدانید. این توصیه اخلاقی نیست. در این جهان جهانی شده اگر به دموکراسی معقول در ایران کمک کنید از امنیت خود مراقبت کرده اید. باور کنید تهدید نیست، بلکه واقعیت است. اگر تکرار ۱۱ سپتامبر در نیویورک و ۱۳ نوامبر ۲۰۱۵ در پاریس و غیره نمی خواهید، راهبرد غرب را در منطقه و غرب، بر اساس رعایت حقوق بشر به عنوان سند برابر با سند انرژی ارزان و بازار مصرف، ملاک رابطه با دولت های منطقه ما قرار دهید. اولین توصیه ما این است که مسئله فلسطین را عادلانه حل کنید تا بسیاری از حوادث کنترل شود. این سیاست به نفع همه ما است. این شروع خوبی برای حل بحران منطقه ای است البته حتی مسئله ملی کشورهای منطقه است، وگرنه امنیت شما هم تهدید می شود. باور کنید این تهدید نیست واقعیت است.

آزادی بیان به قدرت یافتن جامعه مدنی نیاز دارد.چاره کار، جنگ و تحریم مردم نیست، چاره کار، تقویت مردم و جامعه مدنی است. مثلا مردم ما به اينترنت آزاد نیاز دارند تا جلوی انحصار حکومت را بگیرند. در این مورد به مردم کمک کنید. مردم ما به رابطه با جهان نیاز دارند تا ارزش های تحمیلی حکومت را پس بزنند.

شما را به تغییر نگاه راهبردی به جهان برای آزادی بیان و اتخاذ سیاست عملی برای کمک به آزادی بیان و جامعه مدنی مستقل دعوت می کنم. تکرار می کنم چون مهم است، یعنی ما سوار این قطار هستیم که کمک به آزادی و دموکراسی در ایران و منطقه ما، کمک به امنیت خودتان است، باور کنید.

 نه فقط حرف بلکه عمل راهبردی انجام دهیم.

How Supporting Free Expression and Civil Society in Iran Benefits the World

Globalization has changed the lines between nations and reshaped the world. The media and the flow of money have created new realities and challenges. We may not fully understand these changes, but we cannot ignore them.

Technology has changed the way we interact and relate to each other. Our old theories and concepts cannot keep up with this change. We need to think of new ways to manage and use technology wisely. The world leaders who meet in Davos every year say they want to do this, but are they really doing it? I will let the experts judge that.

Today, I want to talk about how freedom of speech, civil society, and globalized capital affect my region and my country. I have seen two eras of intellectual life in Iran. And I know the first era from the stories of those who lived it.

Freedom of speech in our country has always been threatened. Let me start from 70 years ago to make the problem understood. After the coup of 28 Mordad 1332 [August 19, 1953], our country has faced challenging events that have kept it from development and peace.

Since then, Iran's relations with the West have been fluctuating. Today, the government is authoritarian and built on discrimination, and transitioning from it is necessary. This government criminalizes freedom of speech and suppresses civil institutions. It exploits the contradictions and failures of Western policies in the region to stabilize its dictatorship, increasing instability in the region.

We dream of a peaceful, prosperous, and democratic Iran. We know that without freedom of speech, there is no democracy. We have paid a high price for speaking our minds. I spent 14 years in jail and 12 years in exile. My wife, Narges Mohammadi, is still behind bars for her civic work. But we are not alone. Many Iranians share our struggle and our hope for freedom of speech.

What is the reason for this? Freedom of speech cannot exist without a strong and concrete foundation. That foundation is a vibrant civil society and a civil institution that is free from government or state interference.

But why is it so? Freedom of speech needs a supportive environment and strong foundation, and that foundation is a vibrant civil society and civil institutions that are free from government interference.

Freedom of speech and security depend on a strong and independent civil society and institutions. But the governments in our region do not want that, so they crush any civic voice or organization. In Iran, we keep fighting back. We have periodic movements that call for a democratic and accountable government.

The governments in our region exploit conflicts that serves the interests of the West to their advantage. The West has too frequently only cared about cheap oil and energy to keep its own stability and prosperity. It did not care how it dealt with the governments in our region, whether friendly or hostile. This harmed our civil society and our rights. We need to pay attention to this pattern of dictatorship and oppression, no matter who supports it, because it hurts our freedom and our people.

And globalization has changed the game. The West can no longer deal with the government in our region on the basis of caring about their own safety and cheap oil.

When one place suffers from oppression, violence, and injustice, it affects the whole world. Freedom does not spread as easily as tyranny. We are all on the same ship, even if we have different seats. If this ship is in danger, we will all go down like the Titanic. Today we can see that the world is becoming more unstable, even in places that seem safe and prosperous.

I say this because I care about the world as an Iranian. I come from a region that is vital for the global energy supply. I urge you to see our situation as your own.

This is not just a moral plea. In this interconnected world, supporting a democratic Iran is also good for your security. Trust me, this is not a threat but a fact.

If you want to prevent tragedies like the ones that happened in New York on September 11 and in Paris on November 13, 2015, you need to change your approach to our region.

You need to value human rights as much as you value cheap energy and markets. You need to make this the basis of your relations with the governments in our region.

Our first suggestion is to resolve the Palestine issue fairly. This will help to reduce the tensions and conflicts. This will benefit everyone. This will be a good step towards solving the regional and national problems. Otherwise, your security will be at risk too. This is what history has taught us.

In Iran, to have freedom of speech, we need a strong and active civil society. The answer is not to harm or isolate our people with war and sanctions, but to support them and their civic organizations. For instance, our people need access to the internet without government censorship. Please help us achieve this. Our people also need to connect with the rest of the world to resist government impositions.

I urge you to rethink your global strategy for freedom of speech and to take concrete steps to support free expression and civil society. I say this again because it matters. We are all in this together, and helping freedom and democracy in Iran and our region is also good for your security. We need more than words. We need real action.
