To get a Taxi licence in Ireland you will need to: 1. Prepare for the SPSV test to operate in the SPSV industry 2. Book and pay for your SPSV test – €85.05. The fee is payable directly to Prometric Ireland at the time of booking. 3. Pass the SPSV test and receive the test certificate. 4. Pay the SPSV driver licence fee – €250. When you will receive your test certificate in the post, contact the Commission and pay your driver licence fee of €250 by phoning 1890 347 347. A receipt will be issued to you. Note that you do not pay the Commission the SPSV driver licence fee until you have passed the test and received your test certificate. 5. Apply for your SPSV driver licence. Obtain a PSV 15/18 application form from your local Garda station. To complete the form you must carry: 6. PSV licence application Garda processing. Your application will be processed by An Garda Siochana (up to 12 weeks to complete). The process includes an assessment of you as a “fit and proper person” to hold an SPSV driver licence.
Please await confirmation of this from An Garda Siochana. You will receive your ID card and smart card in the post from the Commission.On receipt of your SPSV driver ID card and smart card, you are entitled to drive any of the five categories of SPSV (taxi, wheelchair accessible taxi, hackney, wheelchair accessible hackney, limousine). The vehicle you drive must be licensed as an SPSV. If it is a taxi or wheelchair accessible taxi, you may stand or ply for hire only in the county (or counties) for which you are licensed. And you must provide the Authority with details of any vehicle you are driving as an SPSV. Licensed taxis can be hailed on the street, picked up at ranks or pre-booked, but you can only pre-book minicabs (also called ‘private hire vehicles’). In some areas (mainly larger cities), licensed taxis have to be wheelchair accessible. To find out if there are accessible taxis near you, contact the taxi licensing office at your local council. In London, all black cabs are wheelchair accessible.
Some of the newer ‘black cabs’ are also fitted with induction loops and intercoms for hearing aid users. If you travel with an assistance dog they must be allowed into the taxi or minicab with you, unless the driver has an exemption certificate. This can be issued if they’ve got a medical condition made worse by contact with dogs. A driver with an exemption certificate will have a yellow ‘Notice of Exemption’ notice on their vehicle windscreen. It’s illegal to be charged extra to travel in a taxi or minicab with an assistance dog. Otherwise the driver could be fined up to £1,000. The following types of dog can be taken with you in taxis or minicabs: Taxi and private hire vehicle drivers have been told how to identify assistance dogs. Your assistance dog should wear its harness or identification jacket when you are travelling with it. If an identification card was issued for the dog, this should also be carried. Dogs should remain on the floor and under control at all times.
If your dog causes any damage to the vehicle, the driver could ask you to pay for it. As well as the rules on wheelchairs and assistance dogs, all taxi and minicab drivers must make sure they don’t discriminate against you and can’t treat you less favourably than other customers. They should also make any ‘reasonable adjustments’ to their service for you to make your journey easier.
