Local Government Reform and Building Control From 1 April 2015 there will be 11 local councils in Northern Ireland rather the current 26 – cluster groups of existing councils are joining together under new names and Belfast City Council is getting a bit bigger by taking in parts of the existing Lisburn, Castlereagh and North Down councils. This means there will be 11 Building Control Offices instead of 26. However, the work of building control, enforcing the building regulations by assessing plans and carrying out inspections of construction works in progress, will continue to be carried out in the same way and by the same professional, customer-focused staff.
