BACKGROUND

The Last Ten Kilometers (L10K) is a JSI Research & Training Institute, Inc. project funded by the Bill & Melinda Gates Foundation. In collaboration with the Ministry of Health of the Government of Ethiopia (MOH), Regional Health Bureaus (RHBs), national and regional institutes, and other implementing partner organizations, L10K has been strengthening the capacity of regional and zonal health systems to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reaching Ethiopia’s targets for reducing maternal, newborn and child mortalities. 

L10K is partnering with the Children Investment Fund Foundation (CIFF) in Supporting a Transformative eCHIS Implementation in Ethiopia. This four-years investment will contribute towards the transformation of Health Extension Program (HEP) in Ethiopia through improved use of data for robust performance management of Health Extension Workers (HEWs), leading to improved health outcomes for mothers, children and adolescents. To do this L10K will support the MOH to scale electronic Community Health Information System (eCHIS) to 160 woredas in the four agrarian regions in Ethiopia. The project also aims at leveraging these digital tools to innovate around HEW performance management.

OVERVIEW OF THE POSITION

The Project Manager (PM) is responsible for planning, organizing, effectively managing and reporting on the project in line with the objectives, timeframe and budget of the Transformative eCHIS Implementation Project implemented by JSI/L10k. The PM is expected to interact with stakeholders including government entities at the federal and regional levels, partners, and donors and as such will represent JSI/L10K on eCHIS on national and regional platforms. The Project Manager reports to the L10K Project Director.

KEY DUTUES AND RESPONSIBILITIES

Provide overall technical, managerial and financial leadership, including managing partner relations and ensuring technical and management excellence

Lead the development of project work plans and budgets,

Ensure that project objectives and deliverables are being met within budget,

Represent the project to CIFF, and other key stakeholders,

Ensure that project management team is responsive to customer needs and requirements,

Conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.

Provide close follow up support for eCHIS learning sites,

Lead the collaboration and work with Living good and Dimagi in designing, development and implementation of performance management and visualization tools and innovations,

Engage and participate in the National advisor team of the eCHIS to provide support on development and presentation of manuals, SOPs, guidelines and other activities that will be performed by the TWG,

Advocate/champion the eCHIS agenda internally and externally,

Ensure compliance with corporate and donor rules and regulations,

Identify opportunities for synergy and efficiency across JSI/L10K and other projects

Travel at least 40% with more travel time the first 18 months of the project

Perform other duties assigned by supervisor

 Job Requirements

SKILLS AND COMPETENCIES:

MSc. in public health or Health Informatics, Health M&E, or equivalent.

Minimum 10 years of progressive experience in public health, health information systems, implementation of community health systems with

Demonstrated expertise in project management skills to successfully drive implementation and scale community health solutions. Experience in digital health implementation desired.

Familiarity with the Ethiopian health sector planning, monitoring and evaluation of health programs and more specifically in Health Extension Program.

Proven ability to develop effective working relationships and alignment with key stakeholders.

Excellent organizational and prioritization skills and attention to detail.

Solution orientation mindset and ability to steer projects in unclear circumstances.

Politically savvy given the diverse interests with many stakeholders outside the project.

Previous experience working with the MOH/RHBs and other development partners within the public health domain.
