CEBU CITY, Philippines - With the aim to bring its Frontline Cluster Services closer to the people, the Cebu City Government headed by Mayor Tommy Osmeña officially launched the “Serbisyo Sugboanon” this Monday morning February 20, 2017 at the Plaza Sugbo fronting Cebu City Hall. The activity immediately followed right after the Regular Monday morning Flag Raising Ceremony of the thousands of Cebu City Government employees. In his message, Mayor Osmeña announced that it is one of the thrusts of his administration to bring the services of the Cebu City Government to the communities to help more Cebuanos and avail of the services for free. Cebuanos can avail of the frontline services from the different Departments comprising Cebu City Government from 8AM to 5PM today at the Plaza Sugbo. The free services include feeding, medical and dental consultations, pet registration and vaccination, laboratory services such as blood typing and blood sugar testing, seedlings distribution, legal advice, hair cut, seminar on road safety and traffic rules, environmental awareness, and fire prevention, among several others.
The launching is part of the series of activities lined up leading towards the Cebu City 80th Charter Anniversary celebration on February 24. The celebration bears the theme, “Tomorrow must be Better than Today.” The program will be brought to the different barangays soon. (By: Greggy P. Senados/City of Cebu Public Information Office) CEBU CITY, Philippines – To provide home follow up care, health education and referral of clients to appropriate agencies for assistance aimed at improving health outcomes for its discharged patients, the Cebu City Medical Center (CCMC) launched a Home Visit Program. Dubbed as “Pag-DUMALA” or “Pag-DUaw, Pag-MAlasakit, and Pag-LAGsik” the program is a brainchild of Cebu City Councilor Mary Ann Delos Santos, Deputy Mayor for Health Services. Delos Santos shared that rather than having the discharged patients come to CCMC for further medical consultation the program brings utmost medical, psychosocial and health care to a patient’s home in the 80 Barangays in Cebu City.
“We are a trailblazer of this project and we are the one who started this in the Philippines. We invested our time and effort to go out of our office as we walk the talk to provide the best services to our constituents even to the remote Sitios and most depressed areas,” she said. Asked if how she came up with the idea for the project, the Councilor pointed out that she was inspired when she visited in her brother in USA as she witnessed a Home Visit Program, adding that the project which was officially launched in August 2016 already served 188 patients to date.Elena Alde, eldest daughter of patient Remedios Iran, 76, one of the beneficiaries of the program from Barangay Kalunasan is thankful to the Cebu City Government especially to Mayor Tomas Osmeña for helping them. “Dako gyod among pasalamat kay natabangan mi ug aksyon dayon kay nangayo mi ug wheelchair ug niabot dayon kay akong Mama dili naman kalakaw human ma stroke ug na half-paralyze iyang lawas (We are grateful that we get help and there is an urgent action because we requested for a wheelchair and it is delivered immediately since my mother cannot walk anymore for suffering a half-body paralysis following a stroke)
Meanwhile, the program which is preventive and curative in nature is also made possible with the synergy, partnership and collaboration with the Cebu City Health Department where a record of information of the patients are being transferred, kept and monitored. Aside from the Councilor herself, an interdisciplinary care team also include CCMC medical director Dr. Gloria Duterte, CCMC assistant medical director Dr. Anton Reposar, Hospital administrator Kenneth Siasar, City Health Officer Dr. Alma Corpin, other Doctors, Nurses, and healthcare personnel are joining forces in providing comprehensive, proactive, in-home patient care every Monday, Wednesday and Friday. The team conducted a Home Visit to the patients from Barangay's Kalunasan, Quiot, Mambaling and Duljo Famita this Friday morning February 10, 2017. The program further aims to reinforce the hospital-initiated counselling and discharge instructions, educate patients and their families on the importance of wellness, lifestyle changes and no adherence to their medication regimens and recommended treatments, and finding ways to increase compliance with medications, and to build strong foundation of trust and confidence between CCMC and its patients, their families and the communities.

In the “Kapihan sa Public Information Agency (PIA)” held on February 8, 2017 Wednesday at DENR Conference Room, Engr. Marco Andrew Silveron, chief of the Environmental Education and Information Section (EEIS), Environmental Management Bureau (EMB-7), of DENR Region VII, said, “The problem on garbage is not on the system but on the behaviour of the people, everyone must start segregating garbage in our households so that only 5% of our residual waste will go to the landfill.” Silveron together with Atty Unalee Monares, chief of Legal Section of EMB-DENR Region 7 encouraged the public to do their share and understand the issues related to segregation of garbage and proper disposal.
The two resource persons were the guests of the “Kapihan sa PIA” which tackled Republic 9003 or an Act providing for an Ecological Solid Waste Management program, creating necessary institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties, appropriating funds therefore and for other purposes. The discussion also highlighted several solutions and interventions from DENR on various Environmental concerns Cebuwide.
