The fifth plenary session of the Upper Chamber considered the question of a parliamentary inquiry on road safety and the enforcement of legislation in this area.



According to the Senate press service, more than 6 million traffic rule violations were reported in 2019, owing to the lack of full and effective control over the safety of passengers on roads. As a result, there were 8,588 road accidents, 7,943 people were injured and 2,096 people were killed.

In addition, in the first quarter of 2020, 1,229 accidents occurred, with 376 people being killed.

According to the analysis of the process of installing photo and video devices for automatic recording of violations as well as online radars, it was noted that the work is going very slowly.

“Also, due attention is not paid to questions related to the provision of information on traffic on roads and development of roadside infrastructure according to the requirements of international standards,” the Senate reports.

In 2019, there were 1,309 traffic accidents involving children, owing to the lack of knowledge about traffic rules among schoolchildren. 1,147 children were injured and 193 children were killed.

In order to address these problems, the senators noted the need to improve Traffic Rules approved by the Cabinet of Ministers.

“Problems related to the procedure of training of drivers and the conduct of the examination cause complaints of citizens,” the Senate said.

During the session, the members of the Senate adopted a decision requesting a parliamentary inquiry to the Cabinet of Ministers on road safety and the enforcement of legislation in this area.
