That day may be coming sooner rather than later, now that a statewide free mattress drop-off/recycling program has been christened. “Franklin Canyon Road, Waterfront Road, Alhambra Valley Road, Marsh Creek Road, it happens everywhere,” said Yee, Contra Costa County’s deputy public works director.




He hopes the program will cut down on illegal dumping by people who want to avoid paying fees to the local dump, typically $20 to $35 for each mattress or box spring. “We pick up four or five a month, and we have to take them to the dump and pay for that,” said Yee, noting that not all landfills accept them. Only four of the 11 landfills and transfer stations in Alameda and Contra Costa counties take them. He and others responsible for roadside cleanup welcome the Bye Bye Mattress program, through which retired mattresses and box springs can be left at specific drop-off locations and recycled, at no charge. There are five Bay Area drop-off locations to start; none are in Contra Costa County, but more centers will be added to the list in early 2016. The new program is a product of California’s 2013 Used Mattress Recovery and Recycling Act, which requires mattress manufacturers to create a statewide recycling program for older, unwanted beds. The program in California, and similar ones in Connecticut and Rhode Island, is administered by the Mattress Recycling Council, a Virginia-based nonprofit created by the mattress industry to develop and manage recycling programs.




It is funded through an $11 recycling fee that buyers of new mattresses and box springs pay as part of the initial cost. That money pays for shipping and recycling the discarded mattresses. Approximately 85 percent of a typical mattress’s wood, metal, foam and even the basic fabric can be recycled, according to a report by the California Department of Resources Recycling and Recovery. “This program is a cost-effective solution to a long-term problem,” said Ryan Trainer, Mattress Recycling Council president, in a statement. Dumped mattresses and furniture are a scourge throughout the Bay Area and beyond. That same report states more than 4 million mattress/box spring sets are disposed of every year. Many of them meet an illegal end on the side of a rural road or in a weed-grown empty lot, flood-control channels or in other inappropriate spots. John Medlock Jr., Alameda County’s deputy public works director, said his crews pick up an average of a mattress a day.




“It’s a burden to the taxpayers of Alameda County,” he said. “The time we spend picking (mattresses) up could be spent on something else, like maintaining county roads or anything else we own.” Bob Haus, a spokesman for Caltrans, said it’s a problem up and down the state. He didn’t have numbers at the ready, but he said the total of dumped mattresses along state highways is “a large number, more than we prefer.” “And it all comes back to the taxpayer,” Haus said.
