He enters because of the Necromancer Radagast encountered. The Gandalf minifigure is the same is the one’s we’ve seen before plus a sword. A seller by the name of bucaroo is selling the new 31 piece The Hobbit Gandalf The Grey Polybag (30212) in lots of 10. From what we can see, it is the same Gandalf minifigure as the ones we’ve seen in previous sets, which is pretty disappointing. His accessories include his staff and a map.
