Fly up the side of the building and use a character with magnetic powers to flip a switch, opening the shutter. Inside, charge up two transformers and the token will be yours. Mandarin's Buggy Use mind-control on the character inside the small building in the Industrial District, having him pull a switch inside to unlock this token. Pizza Van In Little Italy look for a store with this token inside. To get it, you'll need to hit three claw switches at varying heights along the side of the building.
