Marijuana is still considered a controlled substance by federal law. In the united states, the use and possession of cannabis is illegal under federal law for any purpose, by way of the controlled substances act of 1970. The state in question hasn't legalized recreational marijuana, but it has made possession of small amounts (usually 1 ounce or less) punishable by, at worst, a citation and a fine, not criminal charges and prison.
Democratic governor gavin newsom signed those bills into law, but "Begrudgingly" vetoed another cannabis bill that would have required some health care facilities to allow terminally ill patients to use medical cannabis. The medical legislation doesn't allow home-growing (or, oddly, edibles), but state-licensed dispensaries are open and currently serving nearly 100,000 patients.
Nine years ago, medical marijuana was legal in only 17 states and the district of columbia; recreational marijuana was legal in zero states and zero districts of columbia. Senate bill 34 allows licensed cannabis retailers to donate cannabis to low-income patients, and hash those products from state taxes, cbs affiliate kfmb reports assembly bill 37, allows cannabis businesses to claim deductions and credits available to other legal businesses in the state.
June 26, 2018: voters in oklahoma approved state question 788, legalizing medical marijuana. Marijuana is still illegal at the federal level. The republican-controlled senate, however, poses steep odds, as key conservative leaders remain opposed to legalization. A new dui law is in effect in colorado which sets a legal limit for the amount of active thc in your system while driving.
2020 still doesn't look to be the year for recreational weed here, but that neighborly pressure of illinois' shiny new legalization will start applying to missouri, too. North dakota's first medical cannabis dispensary opened in march 2019, though it allows for no more than eight dispensaries across the state. Currently, the state allows medical cbd containing no more than 3% thc; you could make the argument that medical marijuana is basically still just illegal here.
Voters in michigan passed proposition 1 in 2018, making it the first state in the midwest to legalize the possession and sale of marijuana for adults over the age of 21. The bill allows adults to possess up to 2.5 ounces of marijuana and allows residents to grow up to 12 plants at home. Residents 21 and older can now freely purchase marijuana in amounts up to 1 ounce, but it's still illegal to consume in public.
