Customers visit Living Spaces furniture store in La Mirada on Wednesday November 27, 2013. The City Council approved a sharing of the sales tax with Living Spaces Furniture. The deal could amount to $3 million over the next 10 years. LA MIRADA >> In an effort to keep a large sales tax producer from leaving town, the City Council Tuesday unanimously agreed to share sales tax with Living Spaces Furniture. The agreement will provide the company with half the sales tax it produces up to $3  million over the next 10 years. The first payment will be made by July  31, 2014.Should Living Spaces, 14501 Artesia Blvd., leave the city during that time, it would have to pay the back the sales tax money it received as well as La Mirada’s attorneys fees. “If we didn’t do this deal, they would leave town,” City Manager Jeff Boynton said. “We would be left with nothing. This keeps a job producer in town.”The deal with Living Spaces is an example of the post-redevelopment era, said Elizabeth Hull, special counsel to the city who was hired because La  Mirada City Attorney James Markman’s firm represents other cities that might have tried to get the company to come to their town and thus had a conflict.“

With redevelopment gone, this is a post-redevelopment tool that people are starting to use more and more,” Hull said. In the past, La Mirada has used sales tax sharing agreements to attract businesses to the city but used redevelopment funds to make the payments. The state eliminated redevelopment in 2011.Hull said the deal is legal and not an illegal gift of public funds because cities have the power to do economic development deals. They just have to make certain findings that there’s a public benefit, she said. For example, Living Spaces now will stay in La Mirada, providing taxes, jobs and economic stimulus that can attract other businesses to the area, she said. Living Spaces provides about 200 jobs and is expected to take up about 260,000 square feet in its existing location. The actual amount of sales tax Living Spaces pays is confidential under state law.The company was considering leaving La Mirada because the site is more of an industrial one and it was looking at going to a more traditional commercial location, Boynton said.“
