Why is my Telegram 'optimizing'?

Without getting too techy, we were running out of ID numbers as Telegram grows. This change upgraded them so there's room for everybody in the whole galaxy. This optimizing is part of that and only takes a few minutes. You can read about it here: https://t.co/zCUfRWzxh1


'Too many attempts. Try again later' prompt when login

Devices that were recently signed in must wait 24 hours before terminating sessions on other devices. Uninstalling and reinstalling the app won't change that, and it seems by repeatedly logging in, you are now seeing the "Too Many Attempts" / "Limit Exceeded" message.
