Call for Freelance Consultants: 

Documentation of Learning and Best Practices For "Strengthening the Capacity of local Civil Society Organizations to Respond Effectively in Emergencies" (SCORE) Project 

Trocaire Ethiopia has secured a grant from EU Aid Volunteers to Strengthen the Capacity of Civil Society Organizations to respond effectively and efficiently to Emergencies and humanitarian response situations. The project targets two of Trocaire Ethiopia's local partners namely Agri-service Ethiopia (ASE) and Oromo Pastoralist Association (OPA). 

1. Overview of the Work 

The SCORE-EU project consists of a consortium, which includes Cordaid Ethiopia. There are five (2 from Trocaire Ethiopia and 3 from Cordaid Ethiopia) Local Non-governmental Organizations (LNGO) as part of the consortium which mainly focuses on building their humanitarian response capacity. The project is working to improve the operating system of the LNGO partners to be better prepared for humanitarian response, mainly focusing on organizational, and staff capacity building. 

The project has conducted capacity assessments in humanitarian emergency response including staff capacity on international humanitarian standards. The assessment was conducted for 2 partners from Trocaire Ethiopia: Agri-Service Ethiopia(ASE) and Oromia Pastoralist Association (OPA) and 3 partners from Cordaid Ethiopia: Afar Pastoralist Development Association (APDA), Rural Agency for Community Development and Assistance (RACIDA), and Aged and Children Pastoralist Association (ACPA). Based on gaps identified in the assessments, the project has provided capacity-building support in areas of the humanitarian response to these local organizations. 

The documentation of best practices, lessons learned, and the impact of the project and future recommendations are needed to inform and strengthen organizational capacity and performance in humanitarian response. Accordingly, the project intends to document the learning from the implementation of this project. The documentation of learnings is clearly stated in the TOR. 

2. Application Requirements: 

Applicants should demonstrate the following key requirements; 

  • a) The consultant should have a minimum of BA degree in relevant fields of study such as development and humanitarian response studies and relevant social sciences 
  • b)The consultant should have relevant experience in resilience and humanitarian capacity-building projects for NGOs, 
  • c Applicants should also have proven experience in the terminologies and concepts of key international humanitarian standards and responses. 
  • d.The consultant should be able to provide samples of work along with this application,

  • Applicants should submit their application which includes their resumes, evidence of previous work, and the cost breakdown for the period of assignment: 
  • The cost breakdown should clearly provide details of professional fees (e.g daily rates) inclusive of all the costs including tax, editing, graphic designs for case studies, and other costs; 
  • All qualified and interested applicants should submit their CV and price quotations to the CST-Joint office before 28 Sept 2020 by the close of business. 
  • CV of the consultants and price quotations should be presented in separately sealed envelopes.
