You will be so close to London that you could easily make a weekend/city break of it, stay in London (loads of budget accommodation) and do Legoland a s a day trip. Or direct from London Waterloo to Windsor & Eton Riverside on South West Trains.

There is a shuttle bus service to the park from stops close to both rail stations; please note that this is a chargeable service and is not operated by the park. Better to stay in London (thus opening up all airports allowing you to book the cheapest fare) and travel out to Legoland as per the information given above. Travelodge and the far better Premier Inn chains have locations across the capital. The later also offers some decent family rooms that include breakfast for the kids. Please do check the Legoland website--the park is not open every day in March. Flying in, the simplest thing to do would be to fly into Heathrow and taxi to Windsor. The Legoland Resort Hotel is on site, but quite pricey. Your other options are 1) stay in Central Windsor, convenient to restaurants, shops, and the Castle, and take the Legoland Shuttle in to the park, or 2) Stay closer to Legoland and outside of the center.
