/start or just "Hello" or any manner of gibberish should do to activate it. Or just make it activate upon the first launch of the app from the account.

B - Hello, I am WelcomeBot. I'll teach you the basics of Telegram. Would you like to:

b) learn about channel or group creation and management;

c) learn about our privacy features;

d) other general info.

The D option should bring up a list of subsections, kind of like with the FAQ and it would look more "official". The following options definitely must be presented: private chats; secret chats; groups; channels; encryption and safety; account settings; bots. It will appear at pretty much every junction and serve as a way to get back to basics for the user.

If "Done, thanks" is chosen, the bot can be reactivated with any prompt, text or sticker etc.
