A Russian sailor who fell asleep on duty as the sole watchman aboard a cargo vessle that crashed into rocks on the West Coast of Scotland was incoherent after he had an anxious phone call and then drank two-thirds of a bottle of rum The cargo vessel Lysblink Seaways, which was carrying 50 tons of paper from Belfast to Skogn in Norway, changed course to take an inshore route along the coastline via the Sounds of Islay and Mull due to bad weather. He was relieved from watch duty around 6pm that night and retired to his cabin while off duty, where made a phone call which 'caused him anxiety', according to the report, which says he then consumed about 0.5 litre of rum.The 36-year-old, took over from the second officer, a 45-year-old Estonian, again at midnight despite the ship’s no alcohol policy, with the ship on autopilot and the radar watch alarm sounding every six minutes at a low volume. The 36-year-old chief officer was eight times over the alcohol limit and had fallen asleep when in charge in February this yearHowever he fell asleep on the bridge of the cargo and failed to correct the ship's course at around 2am on the morning of February 18th, and subsequently hit rocks at Kilchoan in Ardnamurchan, on the west coast of Scotland. The chief officer

, who was the sole watchman, had a breath alcohol reading at 2.71mg/l, eight times above the 0.35mg/l legal limit, while the master and second officer both recorded a zero reading.Professional qualification standards limit 0.25 mg/l alcohol in the breath for masters, officers and other seafarers while performing designated safety, security and marine environmental duties. The MAIB found a catalogue of errors including having no lookout on the bridge, the alarm system being switched off and shortcomings in safety on board the ship despite a change of owner. tAccording to the investigation, the ship carried a stock of spirits, beer and wine, despite having a zero alcohol tolerance policy and records showed the store was regularly replenished. In addition, empty beer, wine and spirit bottles and cartons found on board after the accident indicated significant levels of alcohol consumption by the crew. “Had the company’s zero alcohol policy been effectively administered and monitored, it might have prevented the development of a culture in which the chief officer considered it acceptable to consume alcohol before his bridge watch,” the probe said.

After the incident the Maritime and Coastguard Agency estimated 25 tonnes of marine gas oil had spilled as a result of the accident.Lysblink Seaways was subsequently scrapped when it was inspected at a dry dock in Greenock on March 5, a fortnight after the accident took place. The owner of the ship has now removed the alcohol stores from their vessels. The multi-national crew included the master, a 59 year old Norwegian, who had worked for Lys Line and subsequently DFDS for more than 30 years. He and had been a master for 16 years, five of which had been on Lysblink Seaways.
