COUNTERARGUMENTS: The federal government retains the right to close the border, and such power is vested in the Attorney-General of the Union. "Department Order 006" does not close the border, but rather, enforces 15 R.D.C. § 1000 which states, "There shall be a border of the Republic (the “Border”), at which all new arriving persons shall be placed and held, until a Temporary Residency Permit can be issued". Currently, all new arriving persons have the ability to enter the server without being held at the border and awaiting a residency permit. "Department Order 006" changes that. A closed border means that any person who enters the server shall be held at the border and will not be granted a residency permit (15 R.D.C § 1101) "Department Order 006" does not prohibit anyone from entering the server but mandates that they be issued a permit by the Department of Justice first.
Pursuant to 15 R.D.C. § 2200 which states: "The sole authority to naturalize persons as citizens of the Republic is conferred upon the Attorney-General, or his designee, or designees", the Attorney-General has the sole authority to naturalize all persons as citizens, not the Ownership. The Ownership, however, has the right to manage the growth of the server which they do through partnerships and server activities.
