Vacancy Announcement for National Personnel for the German International Cooperation / Health System Strengthening Project II Assurance Programme in Yemen - HSSP - (PN 18.2137.0-001.00) implemented by the GIZ Office Sana’a.

Responsibilities

The Administrator is responsible for

  • Provide proactively all administrative and financial services related to the project activities in Yemen under GIZ rules and regulations.
  • Organize the administrative needs of the project independently, with a minimum of intervention.

Main Tasks

The Administrator performs the following tasks:

  • Prepares vouchers for posting in WINPACCS accounting according to PuR, enter vouchers in WINPACCS cash book and handover to GIZ Office at the end of each month,
  • Prepare the month end closing in WINPACCS,
  • Monitors income, expenditure and the monthly bank reconciliation,
  • Manages fund requests,
  • Monitors unsettled items/third party receivables and reports regularly to the Project Coordinator and the Officer Responsible for the Contract (Project Manager),
  • Administers and monitors consultants, creditors and debtors in close consultation with the GIZ Office and the project Advisors,
  • Administers and handles small amounts of cash for the project (below 500 EUR),
  • Supports the project Advisors in contract monitoring,
  • Reviews and supports the settlement of travel claims and other expenses by staff and/or counterparts for final approval,
  • Calculates allowances and other remuneration issues,
  • Administers contractual arrangements of project activities (meetings, workshops etc.),
  • Monitors the availability of supplies as well as inventory,
  • Implements on-the-job training and supervision of the Admin Assistant,
  • Supports the project coordinator and the Project Advisors with the logistic of national and international consultants as required and assists with translation when requested by his supervisor (verbal and written translation),
  • Regularly communicates with and updates the Financial Manager in Eschborn,
  • Keeps her-/himself updated regarding GIZ regulations,
  • Informs HSSP II staff in the country about updated and new administrative regulations (PuR) of GIZ,
  • Performs other duties and tasks at the request of management,

Required qualifications, competences and experience

  • BA in Accounting
  • At least 3 years’ professional experience in a comparable position
  • Good knowledge of accounting software
  • Able to use or willing to learn GIZ accounting and administration software
  • Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Excellent management and organizational skills
  • Excellent knowledge of Arabic and English proficiency (written and spoken)
  • Able to work under pressure.
  • Valid driving license would be an asset
  • In depth understanding of financial planning and accounting
  • Advanced communication and negotiation skills, able to work in a team
  • Intercultural skills
