In response, the United States Government has issued a quarantine act to prevent it from spreading across the U.S. With TECO-Pharma (the leading pharma corporation) investigating the situation. They discover that their are people who are carriers with this virus. The U.S. Government issues a contract to the leading (and infamous) PMC known as Orion Securities along with the U.S. Military to carry out a search and destroy operation against the carriers known as Bravo Six Thirty Four.
