One of the more fascinating periods of the life of William Howard Taft was his time spent as Governor-General in the Philippines. It serves as a microcosm for the kind of man he was.Taft was opposed to American annexation of the Philippines after the Spanish-American War. Yet, he agreed to go there to establish a system of government. He was reluctant to do so. He liked being a judge and would have to give up that position, possibly derailing his route to the U.S. Supreme Court. He knew next to nothing about the Philippines. As he told those who would appoint him, he didnt speak a word of Spanish.He was appointed anyway, and accepted. Once there, he jousted famously with the Military Governor, General Douglas MacArthur. MacArthur had a dim, racist view of Filipinos. Taft waited till sure of his power and then prevailed. We can question (as Taft himself did) what business we had there and what right we had to slow Filipino self-government. But there is no denying that Taft created a model for constitutional government and developed a needed infrastructure. He negotiated a sale of land from the Catholic Church and made it available to individual Filipinos. He insisted on the participation of all Filipinos in the government, not just moneyed landowners. And he didnt hide behind his consulate walls. He immersed himself in the Filipino culture and not just at fancy soirees.Taft proved useful elsewhere in his pre-Presidential days: He had gone to the Philippines to reshape the government; to Panama, to make the dirt fly; to Cuba, to establish law and order; to Japan, to reduce international tension; to China, to end a boycott and to satisfy apparently a deep-seated curiosity about that country.----- ----- ----- ----- -----I revisited this book from off my shelves as I was concluding my reading of Doris Kearns Goodwins The Bully Pulpit. This corroborates her portrait that Taft was a loyal, dedicated public servant, with a sensitivity to others, including other cultures. Minger agrees that Taft was against annexation but behaved with compassion there and accomplished much to benefit Filipinos. He concedes, however, that Taft had a patronizing view of Filipinos, thinking of them as children who needed direction.This is a monograph of Tafts pre-Presidential foreign service. It is scholarly, measured language. Its useful, although often repetitive. And Im still trying to reconcile how Minger could state, on page 193, Taft had the complete cooperation of General MacArthur in striving for the elimination of attitudes of hostility on the part of the Americans toward the Filipinos and then, just two pages later write, The difference in outlook between the two men was profound. To the general, all the Filipinos were unrelenting enemies of the American forces.The work is based on considerable examination of the Papers of Taft, Theodore Roosevelt and others. Which, I applaud the independent analysis. Missing, though, is any Filipino point of view. Thus, Taft is painted as being not only wise and loyal, inquisitive and fair; but also beloved. Maybe; maybe not. There were smiling faces, yes. But there were gunboats just offshore.
