A mixed bag.I like the periodization of genocide which they use here, although its application to other genocides requires some slight modification or caveat (insofar as it doesn’t always proceed in this order, or in a discrete order in general, a-la Bangladesh where the final phase has been entered, and then withdrawn from preemptively)Stigmitization, Harassment violence and terror, Isolation and segregation, Systematic weakening, Extermination, Symbolic enactment.The normal periodization has 8 categories I think, so they must have fudged this slightly to apply better to the Rohingya. However I think that this is a pretty abusable paradigm, because any set of steps earlier on the continuum can lead to the presumption that it is part of a genocidal process, when really it could be part of some other process which overlaps with this one incidentally. The conclusion of this book is that there is in fact genocide going on in Myanmar. Im not sure that is actually warranted by this data. Surely there is a lot of horrific stuff going on there, which this outlines. And genocide could potentially be on the horizon. Yet, I dont see that it is there at this point given that the incidences of violence tend to approximate communal violence much more than genocide. Considering that what happened in Bangladesh in 1971 isnt even uncontroversially labeled as a genocide, it seems absurd to label this one as a genocide.More than a genocide, this is an example of a state which has a well developed tiered system of legal rights. Essentially, the Rohingya comprise a legally distinct underclass population which are deprived of certain political, legal, and economic rights, while also being subject to mob intimidation and police violence. Thats the situation, no need to overblow it yet.Its also interesting to me that the conflict here seems to be driven by Rakhine-Rohingya tension, rather than Burmese-Rohingya tension. And also, the Rakhines are ALSO subject to violence from the Burmese, but violence which is not quite as extreme as that which the Rohingya are subject to. It brings to mind certain questions. Why is this? Is it really just because Burmese propaganda is effective? Why dont they realize their common enemy in the Burmese? Why is it that even the seemingly liberal minded community leaders of the Rakhines hate the Rohingya? One avenue which this book doesnt explore, is that there might actually be some legitimate inter-ethnic competition for scarce land and resources between these two groups, and that the communal violence is a natural feature of Arakan which the Burmese are merely allowing to occur in a convenient way for themselves. We are instead lead to believe that the Rakhine are just Burmese stooges and innate bigots.Another interesting thing I found in here is that the role of Buddhism is pretty interesting. The monks who advocate violence literally never make reference to the teachings of the Buddha. They essentially function as political leaders and charismatic speakers and propagandists. Yet, those few monks who are opposed to the violence (at great personal risk) speak out with points specifically on Buddhist principles and theology. So framing this as Buddhist violence as compared with Islamist violence is absurd.Obviously there is a need for books like this to draw attention to the suffering and plight of the Rohingya which is rather cruel and unjustified. Theres a lot of specific information about what happened when where and why which is not obtainable elsewhere. Its a good compilation of facts. But the analysis is weak. I do feel like the authors were somewhat uncritical and teleological in their discussion of these events.
