NATIONAL COMPETETITIVE BIDDING

To all contractors category of BC/GC/6/ and above with renewed license valid for the year 2012 E.C

The council of GIMBI district Administration had seceded a budget from the regional Government of Oromia to be used for procurement of works for G+2 office building at Gimbi Town
The council of Gimbi woreda Finance & Economic devn't office now invites a bid from eligible bidders who are interested and capable to allocate sufficient resource for office building to be constructed with have renewed their license( trade license & Construction) for the year 2012 EC Ethiopian calendar and who have VAT & TIN registration certificate
Bidding will be conducted in accordance with the open national tendering procedures contained in the public procurecement proclamation of the national regional sate and is opened to all eligible bidders
Interested eligible bidders may obtain further information from the council of Lata Sibu district finance & Economic Dev't office and inspect the bidding document at the address given below at 4(a) during office hours.
A complete set of bidding document in English may be purchased by interested bidders at the address indicated below at 4(a) and upon payment of a non refundable fee of Ethiopian birr 500 (five hundred birr only) and valid for 20 working days starting from a day when this invitation attached on news paper in year 2010 EC at the addresses on 4(a)
Bid must be delivered to the address below at 8(a) at or before 4:00 local time at the end day of this bid (Rif Article 5 all bids must be accompanied by a bid security of birr 50,000.00 (Fifty Thousand ETB) in the from of a certified cheque (CPO) of Bank Guaranty established through authorized bank in Ethiopia late bids shall be rejected. Must be wrote for considering name of public body or woreda Finance and Economic Developments Unless the bidder must be rejected.
A) Opening of bids will at the end day of this bid at 8:00 local time in the presence of bidders or their legal representative who to attend
B) The Original and copy of the qualification (Technical document must be placed in one own sealed envelope marked as original or copy “QULIFICATION DOCUMENT” and both envelop must be placed in large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated in the data sheet and be clearly marked as to be opened only in the presentence of tender committee
c) The Original and copy of the financial offer document Must be placed in one own sealed envelope marketed as "Original or Copy THE FINACIAL OFFIR DOCUMENT” and both envelopes must be placed in the large outer envelope and wax sealed. This outer envelope shall bear the submission address and other information indicated on the data sheet and be clearly market as “BE OPENED ONLY IN THE PRESENCE OF TENDER COMMITTEE” After Putting both Original & Copy of technical document I one envelope and also for financial document, on item 'c'above the bidder must put both technical and financial document one envelope/ Bid must be delivered only with one Big outer envelope. Criteria must be fulfilled.
D) In preparing the bid document bidder are Expected to examine the bide date in the tender document
E) The committee assigned by the client will evaluated the qualification of bidders based on the basis of their responsiveness to the bid document by applying the evaluation sub and pointes assigned to the creation in the date sheet each qualification document will be give the score point a bidder will be rejected at this stage if it does not respond to tender document or fails to achieve the minimum technical score indicated in the tender document
F) only financial offers of those bidder who score the minimum passing point(i.c70%) will be returned to the FINANCIAL Opening tern & the client can decide date and time of financial opening date
G) Any attempt of submission forget (false) document and /or indication financial offer on the qualification document shall result in rejection of the bid.
H) the Client shall not bear any responsibility for misplacement of “QUALIFATION DOCUMENT" IN "FINCANICAL OFFER DOCUMENT” envelop or vice versa which result in rejection of the bidder
I) Sign, Seal & Address of the bidder must be exist on all envelope. Site name must be wrote on all envelope . Criteria must he fulfilled
J) Letter of Supplier List & Letter of Confirmation for construction Licence from were they took the it licence (From Federal or Regional) must be delivered & must exist in qualification document.
K) Copy of Receipt that the public body gave for the bidder when the bid was selled must be attached in qualification document, Criteria Must be fulfilled
