Jack Ryan, a CIA analyst, is thrust right in the middle of a power struggle within the Colombian drug cartel after one of the President's "life long" friends is murdered, apparently in retaliation for stealing money as part of a money laundering scheme for the cartel. Jack is then appointed acting Deputy Director of Intelligence, CIA, upon the terminal illness of Admiral James Greer, former DDI, and quickly gets in over his head due to his political naivete. The situation rapidly deteriorates when some of the presidents men convince the President to conduct covert actions against the cartel, in direct violation of congress. Felix Cortez, the security chief of Ernesto Escobeda, the "victim" of the missing money, is one of the cartel boss's. Cortez tries to play both sides, appearing to inform Escobeda about the CIA's involvement in the covert operations against him, while trying to orchestrate a coup to take over the cartel, with Cortez as it's sole boss. James Cutter, the President's National Security Advisor, makes his own deal with Cortez, with the Presidents knowledge, and halts communications to the covert troops still in Colombia, through the Deputy Director of Operations, CIA, Robert Ritter. Ryan ends up going to Colombia to rescue the covet ops troops with the help of field agent John Clark, but not before some fence mending between the two, being that Ritter blamed Ryan for the comm outage, with Clark's men subsequently being captured by Cortez's mercenaries.
When an American businessman who is a good friend of the President's is killed along with his entire family, the killings appear to be the work of a Colombian Drug Cartel. Upon hearing this, the President tells his National Security Adviser -- James Cutter-- that he wants him to start a Black Op against the Colombians. At the same time the President orders every agency to find out why his friend was killed. CIA Deputy Director James Greer, whom the President has asked for help as well, is in poor health, so he asks his protege -- Jack Ryan-- to fill in for him. Jack finds himself working with Robert Ritter (whom Greer has told him him not to trust)and Ritter is the very person Cutter has asked to handle the operation. Jack eventually finds out that the dead businessman may have been involved with the Colombians and may have been embezzling from them. When Ritter puts the plan into operation, the Colombians are wondering who is after them. So, the Cartel's intelligence man "Felix Cortez" tries to find out, while he is--at the same time-- plotting to assassinate Ernesto Escobedo (the head of the cartel) and take over the entire operation. When a CIA secretary, who had been seen with Cortez in D.C.turns up dead, Ryan becomes convinced that there is a three-way conspiracy afoot which might extend all the way to the White House.
Cleared And Present Danger<br/><br/>2 And A Half Out Of 5<br/><br/>Clear And Present Danger is a plot driven political thriller about a culmination of all the usual agendas that fuels an act of war, brewing in by the darker forces. <br/><br/>Ticking for almost two and a half hours, the overkill sets in early due to its subjective procedure that is not only off-putting but also follows a textbook structure. All the action and chase sequences are nicely shot with amazing sound effects and fine editing amongst all the mind-numbing explosions. <br/><br/>The politics and reasonings are justified with no usual flaws which doesn&#39;t suggest its excellence but the safe play that it plays. As much as lousy its final act grows the little tactics that used to work in its predecessor fails to upbeat or elevate the momentum as it used to. <br/><br/>The writing is overstretched and not elaborative, there is a fine line between them that makers often crosses it unknowingly. The result of such acts can draw a nod out of the audience but fails to impress them. <br/><br/>It is short on technical aspects like visual effects, background score and cinematography and neither is its camera work plausible for it to seek attention through it. Ford is bang on his bucks on revisiting his role with amazing supporting cast like Dafoe, Archer and Jones. <br/><br/>Noyce; the director has done a decent work on executing the feature but the real culprit is its sloppy script that isn&#39;t sincere enough to breed the essential crisp out of the screen. The clean satirical political act and sharp sound effects are the only high points of the feature. <br/><br/>Clear And Present Danger is an unstable and out-dated mishap of politics that may be accurately tossed but unfortunately overcooks its outcome.
Another intense winner from novelist Tom Clancy that is intelligent, complicated and well-made. Once again Jack Ryan returns (Harrison Ford) and this time he must take on a Colombian drug cartel that has murdered a close friend of the U.S. president (Donald Moffat). The president then sends a task force into Colombia to fight the cartel without the knowledge of Congress. This is of course an illegal act which will lead to problems at home and abroad. The task force, led by Willem Dafoe, fails and it is up to Harrison Ford to make all things right again. The film is smart, but truly confusing at times. Ford once again shines and he gets ample support from a strong cast. The direction is focused and the film ends up being another interesting action-thriller. 4 stars out of 5.
As a thriller, this 21 2-hour production takes a slow route between short bursts of excitement.

Yet another sequel, <a href="/title/tt0164184/">The Sum of All Fears (2002)</a> was released in 2002. No. Clear and Present Danger works as an independent story from all of the previous films. The only carryover question from Patriot Games is the gender of Jack (<a href="/name/nm0000148/">Harrison Ford</a>) and Cathy (<a href="/name/nm0000271/">Anne Archer</a>) Ryan&#39;s about-to-be-born child (a son). In the film, when discussing the problem of the South American drug cartels in the U.S., President Bennett (<a href="/name/nm0595567/">Donald Moffat</a>) says that they represent a &quot;clear and present danger&quot; to the national security of the United States. The phrase comes from a legal opinion by Supreme Court Justice Oliver Wendell Holmes and deals with the circumstances under which the government may legally regulate speech. Holmes offered the standard that speech can be regulated when it will create a situation which constitutes a &quot;clear and present danger&quot; that the government has an interest in preventing. The hypothetical example used by Holmes was falsely shouting &quot;fire&quot; in a crowded theater. Such a situation is punishable by the government since, in this case, the speech would present a clear (easily foreseeable) and present (imminent) danger that people in the theater would get hurt in an effort to flee a fictitious fire. The flag was that of Panama. The reason why the Colombians put up the flag was to show that they were Panamanian and that the coast guard had no jurisdiction to stop them. However the US Coast Guard has agreements with many countries around the world such that they can stop any ship they feel is suspicious. The boat was registered to the US, so the Coast Guard had an incontrovertible reason to stop it. Cortez (<a href="/name/nm0021835/">Joaquim de Almeida</a>) killed Moira (<a href="/name/nm0005174/">Ann Magnuson</a>) because she was a loose end who could potentially identify him if ever there was an investigation into who knew FBI director Emile Jacobs (<a href="/name/nm0848716/">Tom Tammi</a>) was going to Colombia. Moira didn&#39;t know Cortez&#39;s real name, but she could have put a face to the file that the CIA/DEA already had for him. Moira was also a &quot;honeypot&quot; as she was unknowingly feeding Cortez detailed information through her intimate relationship with him. Jack Ryan&#39;s real name is John Patrick Ryan. Jack is a nickname for John, just as Bob is a nick for Robert. It&#39;s the Largo from the Symphony N°9 (aka New World Symphony) by Antonin Dvorák and commonly known as Going Home, a standard tune for pipe bands to play at funerals for police officers and military personnel.
