Pei combines a comparative analysis of crony capitalism and its elements, and takes empirical evidence from news databases. Pei sees the origins of this in decentralizing state control, but without a clear definition of ownership rights, where a Leninist party-state can still use legal and political pressure to safeguard its own ownership rights over vast swathes of the state economy, even after the steps towards market reform. Economic growth in and of itself was not the cause of corruption (that only increased the scale of the plunder), but the process of political reform since the 1990s made it possible. Local party bosses still exercise broad power in appointments, land allocation, and lucrative contracts, all of which can be bought. The main crimes are buying and selling of offices (买官卖官), bribes, and collusion. The most vulnerable sectors include real estate, mining, and State-Owned Enterprises. The decay is so pervasive that it has led to law enforcement cooperating with criminal organizations, leading to local mafia states. Even worse, the Chinese Communist Party conducts its own internal investigations - if it rubberstamps a guilty verdict, then another corrupt figure will replace the one found guilty. Xi Jinpings anti-corruption reforms have swatted down many flies (local corrupt officials) and shot some big tigers (big party bosses, like Zhou Yongkang, a former member of the Politburo Standing Committee), but Pei is pessimistic about the long-term results - it treats the symptoms without the cause. It cannot mitigate crony capitalism without jostling the very foundations of its power structure - the local party bosses, environmental protection, the judiciary, even the military. What China needs, in Peis opinion, are legitimate checks and balances on one party monopolizing power and land use - in short, an independent judiciary, freedom of the press, an active civil society, and so on. But even if these appeared tomorrow by magic, it would be harder to maintain the rule of law, not rule of bribes. Those parties which had hoarded their ill-gotten gains from the old order would happily use them to subvert any means of opposing their influence and restore a system more beneficial to them - a brief stroll through some of the worse-off economies of the post-Soviet Warsaw Pact and Russia shows exactly how entrenched these interests can become.Essential.
