Instruction to bidder for the audit of accounts of a project entitled Food and Land Use Coalition.

1.Background about Synergos.

Synergos Institute is a 501(c)(3) global non-profit organization that strengthens capacity of leaders, individuals, and organizations to address challenges of acute poverty and inequality. Founded in 1986, our model calls for in-country expertise and colleagues to build local capacity. Taking an equity Tens and a gender lens, we work across critical economic and social issues prioritized by the SDGs, such as Agriculture, Education, Public Health, Financial Inclusion, Entrepreneurship, Women's Economic Empowerment, Alliance Building and Collective Action, and Capacity Building Synergos Ethiopia:

In Ethiopia, Synergos builds institutional capacity in alignment with the country's priority of strengthening the agricultural system. Through ongoing engagements, including advisory services to MOANR leadership, workshops and other activities, we help build alignment on joint strategies and goals within and between the Agricultural Transformation Agency (ATA) and Ministry of Agriculture and Natural Resources (MOANR), as well as with their partners. Our capacity-building work extends to key regions including Amhara, Oromia, Tigray, and the Southern Nations, Nationalities and Peoples' Region (SNNPR). We also provide senior staff secondments and expertise support to ATA. Our program in Ethiopia began in 2010 with providing support to establish the Ethiopian ATA.

2. Invitation to bidders

Qualified Auditors are invited to submit a proposal to conduct an audit of the project audit and to report on connection with a grant contract for the project entitled Food and Land Use Coalition.

3. Instruction to Bidders

Objectives and Scope of Audit

The objective of this tender is to have the accounts and related financial reports of the above-mentioned grant.

The scope of the audit is:

Obtains an understanding of the terms and conditions of the Grant Contract by reviewing the Grant Contract and other relevant information, and by inquiry of the SYNERGOS INSTITUTE.

Obtains and reviews the Financial Report (including a narrative report for the project period) The auditor examines when performing the audit, the whether the Contracting Authority has complied with the rules of accounting standards (FSRS) and record-keeping

- The Auditor examines whether the accounts kept by the Contracting Authority for the implementation of the project are accurate and up-to-date and ensure that the financial documents provided support interim financial reports submitted to the World Resources Institute.

  • And the accounts and expenditure relating to the project must be easily identifiable and verifiable.
  • To express an opinion on the financial statements of the grant based on the financial audit.

4. Eligible Bidders

Certificate of professional competence issued by AABE and other related international institutions

The Auditor and/or the firm is a member of a national accounting or auditing body or institution which in turn is a member of the International Federation of Accountants (IFAC).

The Auditor/ the firm is registered as a statutory auditor in the public register and this register is subject to principles of public oversight as set out in the legislation of the Ethiopian government. Renewed trade license with tax clearance certificate for the 2011 Ethiopian Fiscal year. Value-added tax certificate

5. How to assess the volume of our financial documents?

6. How to submit Technical & Financial Proposals

Interested, eligible, and competent audit firms are invited to submit their soft copy of the technical proposal in PDF file and Signed, stamped and scanned copy with PDF file of the financial proposal via email to ronedasa@synergos.org within 7 days of until august 16,2020

Synergos Institute reserves the right to reject all nonresponsive or otherwise unacceptable proposals.
